Background

The AU – UN Mission in Darfur (UNAMID) is currently in a state of drawdown and exit from Sudan, and a Strategic Assessment Mission (SAM) comprising of a team of Advisors from DPKO HQ, UNDP HQ and members of the UNCT in Sudan was undertaken during 2018 that elaborated the transition concept of State Liaison Functions (SLF). This transition concept is providing an opportunity for UNAMID and United Nations agencies, funds and Programmes (AFPs)to collaborate through joint analysis, planning and delivery, as appropriate, towards common achievements and stabilization to avoid relapse into conflict.
 
The activities that are being undertaken as part of the transition build on the efforts undertaken by UNAMID and UN system in Darfur over the past 10 years. These activities have contributed to significant improvements in the security situation in most parts of the region, except for the Jebel Marra area. Given the two years transitional period of UNAMID, this state liaison concept note focuses on the transitional arrangements between the UN Country Team (UNCT) and UNAMID relating directly to the four identified priorities in the special report, namely, (a) rule of law; (b) resilience and livelihoods/durable solutions for the displaced populations and host communities, (c) immediate service delivery for internally displaced persons and (d) human rights. These identified priorities support the strategic priorities of the Integrated Strategic Framework (ISF) 2017-2019 for Darfur, drawn from the Darfur Development Strategy, the United Nations Development Assistance Framework and Multi-Year Humanitarian Strategy 2017-2019 for the Sudan.
 
Under the rule of law pillar indicated above, the rule of law work being undertaken is contributing to increased efficiency across the criminal justice chain and the judicial systems in Darfur. The Programme consists of infrastructural work for rule of law institutions and capacity building workshops for justice sector officials as well as none state actors. SLF 1 was initiated in January 2019 and run up to 30th June. Due to several challenges both exogenous and endogenous, implementation was delayed and subsequently a no cost extension was granted to all agencies, including UNDP to continue implementation until 30 September. Concurrently, a second phase of the SLF known as the SLF 2 is undergoing implementation and will end in December 2019. A third phase is undergoing formulation and is expected to start in January 2020 and end with the closure of the mission in October 2020.
Under the overall guidance and direct supervision of the Regional Programme Manager based in El Fasher, Darfur, the Project Analyst is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The Project Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
 
The Project Analyst works in close collaboration with the respective Field Offices Programme and Operations teams ensuring successful Field Offices performance and compliance in Programme management and finance.
 
Under the expanding UNDP portfolio of activities in Darfur (completion of SLF 2 and initiation of SLF 3, PBF, DDS Phase II), the project analysts will substantially contribute to the strategic and programmatic development and implementation of the above indicated projects, focusing on a very specific set of activities as described in the Programme document

 

Duties and Responsibilities

Summary of key functions:
  • Administration of budgets and monitoring of expenditure of the project; 
  • Field Office programme finance, asset, procurement and HR management in line with UNDP corporate rule, regulation and policies;
  • Support partnership activities at project level;
  • Facilitation of knowledge building and knowledge sharing,
1. Ensure effective administration of budgets and monitoring of expenditure focusing on  the achievements of the following results:
  • Support preparation of annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
  • Ensure timely and good-quality implementation of workplan activitie;
  • Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board;
  • Monitor expenditure to ensure that it is in line with approved budgets, AWPs and UNDP Programmed/Financial policies;
  • Implement activities by mobilizing partners, goods and services, in accordance with UNDP rules and regulations;
2. Ensure effective Field Office programme finance, asset, procurement and HR management in line with UNDP Rules and Régulations focusing on the achievement of the following results:
  • Implement effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Monitor financial exception reports of developing projects for unusual activities, transactions and investigates anomalies;
  • Coordinate and Control of Combined Delivery;
  • Periodic monitoring of dashboards and exceptions, identification of remedial actions;
  • Assist UNDP Field Offices in implementing new standards and procedures in consistent to international standard (like IPSAS);
  • Systematically apply best practice in Project/Programme management and implementation of the project;
3. Support partnerships activities at project level focusing on the achievement of the following results:
  • Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with their work;
  • Create and maintain partnerships with local institutions, private sector and civil society in the project area;
4. Facilitation of knowledge building and knowledge sharing, focusing on the achievement of the following results:
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
  • Participate in regulare internal meetings, training events, communities of practice, codifying and sharing knowledge
  • Facilitate and organise of training for project staff to enable them to perform at the required level;
  • Guidance to all stakeholders on financial matters, programme management and operational matters;

Required Skills and Experience

Education: 

  • Masters’ degree or Bachelor’s degree in law, development studies, rural development, economics or any related field.

Expereince: 

  • A minimum two (2) years with Masters’ degree, or, minimum four (4) years with Bachelors’ degree of relevant experience at the national and/or international level in Project/Programme formulation, implementation, management. 
  • Excellent knowledge of current political affairs in Sudan generally and Darfur in particular;
  • Hands on experience of working with government authorities, rule of law and justice sector institutions, IDP populations, grass-roots communities and civil society;
  • Excellent organizational, communications and interpersonal skills;
  • UN work experience, prior UNDP experience and knowledge of its procedures and processes will be an asset.

Language Requirements: 

  • Fluency in oral and written English and Arabic
