Introduction

The International Labour Organization (ILO) is the UN agency that brings together governments, employers and workers of its member States in common action to promote decent work throughout the world. The ILO is devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue in handling work-related issues. The ILO has played a central role in responding to the current global economic and jobs crisis and is involved in major multilateral initiatives to confront the crisis and its impact in the world of work.

The ILO has been working closely with other UN and international agencies in reconstruction activities in Afghanistan since 2003. More specifically, the ILO Liaison Office in Afghanistan (ILO-Kabul) is providing support in building the capacity of the ILO's tripartite constituents (i.e. the Ministry of Labour and Social Affairs (MoLSA), the workers' and the employers' organizations)  and coordinating a broad range of policy and operational activities in the world of work.
The ILO Senior Coordinator for Afghanistan, based in Kabul, facilitates ILO operations for the formulation and implementation of the Decent Work Country Programme (DWCP)  and related development cooperation programmes.


The Senior Coordinator reports to the Regional Director and works closely with relevant technical specialists in the Decent Work Technical Support Teams in Bangkok and New Delhi, respectively, and with technical units at headquarters to ensure effective planning and implementation and enhanced visibility of ILO activities in Afghanistan.

Specific Duties
  1. Review, analyse and interpret economic, social and political trends in Afghanistan. Identify trends or developments for which further research and programme development work is required to respond adequately to growing and changing needs. Provide analysis and recommendations to senior management on development cooperation activities and formulate and set priorities.
  2. Plan, lead, organise and supervise the work of ILO-Kabul. Ensure that all staff optimize the use of resources for the achievement of results and that they are held accountable for their performance. Ensure timely and effective use of the Performance Management Framework (PMF) and feedback mechanisms.  Provide new staff with guidance and training and encourage knowledge sharing among staff.
  3. Establish and coordinate the consultation and cooperation processes between the ILO and the officials of other organizations, institutions, donor agencies and governments for the formulation and implementation of the DWCP and related development cooperation programmes. Resolve difficulties in the achievement of programme objectives.
  4. Formulate and develop conceptual approaches and policy frameworks for development cooperation activities. Assess and improve methods for the design and evaluation of projects. Review and approve project summaries and feasibility studies. Approve project design and the revision of project documents.
  5. Coordinate and guide the preparation of operational plans for the implementation and evaluation of country-related programmes and projects. Propose the allocation and control the utilisation of the financial resources available to the country-related programme. Provide high quality and timely reporting of existing funding arrangements.
  6. Supervise the administrative operations for financial and personnel management of the ILO programmes in the country, as well as project development and monitoring, and approve related administrative and programme actions. Coordinate the organization of missions by ILO staff.
  7. In close coordination with the Regional Office for Asia and the Pacific, assume primary responsibility for the delivery of development cooperation in the country including the supervision of development cooperation project staff and ensure the provision of adequate administrative backstopping.
  8. Organise and coordinate high-level events in Afghanistan, including on substantive labour market and social issues.
  9. Maintain close relations with donor agencies and other international agencies. Mobilize resources in support of the ILO's objectives and development cooperation activities. Negotiate conditions and terms, justify financing inputs and follow up until agreement is reached. Initiate resource mobilization approaches for the acceptance, funding and implementation of projects and programmes.
  10. Represent the Organization at inter-agency (United Nations Country Team(s)) and donor meetings, provide advice on policies and procedures and present reports, policy documents and project proposals.
  11. Perform other relevant duties as assigned.
     

 

 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties
  1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
  2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization. 
  3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
  6. Evaluate the efficiency and effectiveness of the project activities.
  7. Lead technical advisory missions.
  8. Conduct seminars, workshops and technical meetings.
  9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
  10. Write manuals and training guides on related topics.
  11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).
Required qualifications
Education

Advanced university degree in economics, political or social science, business administration, international studies or other relevant field.

Experience

At least ten years of professional experience in the formulation, management and implementation of development programmes, of which at least seven years at the international level, preferably in the United Nations System. Experience in resource mobilization and donor negotiations. Managerial experience in leading teams in the relevant area of work. Experience within the Asia Pacific Region, particularly in South Asia, as well as in fragile states or crisis affected / post-conflict countries would be an advantage.

Languages

Excellent command of English and a working knowledge of another official language (French or Spanish) of the Organization.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
