Job Description

This position sits within the Research, Analysis and Learning Unit and reports to RAI’s Technical Advisor for Design, Monitoring and Evaluation (DME), working closely with regional management and program teams in Europe and the U.S.  The main task of the position is to support implementation of RAI’s measurement strategy by supporting program management and measurement staff in their efforts to accurately measure results and engage in data-driven decision making.

The scope of the job includes both coordination and technical responsibilities contributing directly to the achievement of IRC’s measurement and overall effectiveness goals, particularly those integrated within Strategic Action Plans (SAPs). It also includes supporting regional directors and office leadership in better understanding program results and in using data to inform decision making.

Location: Berlin, Greece or Serbia


MAJOR RESPONSIBILITIES:

  • Support development of a RAI measurement framework, with an initial focus on developing core indicators for RAI programs in Europe.

  • Work with the RAL information management systems team, the Europe Regional Director, the Deputy Director of Europe and the Head of Office in Greece to identify and implement an appropriate data management system for RAI programs in Europe.

  • Support efforts to embed practices that normalize measurement and learning into organizational routines in Europe and across the US, in close collaboration with the AMU and the TA for DME.  This includes input into training and guidance materials, identifying and supporting the implementation of measurement priorities included in Strategy Action Plans.

  • Provide M&E support throughout the program cycle by ensuring that RAI M&E planning standards are met, establishing and following processes and procedures for continuous improvements in data quality and supporting data analysis and document learning.

  • Attend to specific measurement related technical assistance requests from in-country staff.

  • Support IRC’s management in their efforts to use measurement data for decision making by providing data and information as needed.

  • Coordinate and keep track of all regional and in-country program evaluation efforts (as requested by donors and/or as developed by program staff).

  • Support offices in the hiring of measurement staff. 

  • Build the measurement skills of in-country staff.

  • Coordinate the M&E of multi-country programs in the region by ensuring that a consistent approach is used that enables cross-cutting consolidation, analysis, and reporting to all stakeholders involved.


Qualifications

  • Advanced degree in relevant field such as economics, statistics, international development, public policy, or other social sciences.

  • Minimum seven years of experience in the design and use of field-based program monitoring instruments and measures along with experience working international donors on M&E.

  • Experience with the challenges of effective monitoring in the field, including cultural, gender, and access considerations with the aim of enhancing project learning, quality, and data-driven decision making.

  • Proven ability to independently operate in a complex organization, across functions and projects, and collaborate as part of diverse teams.

  • Excellent communication skills, including solid writing skills and the ability to plan for and prepare strategic communications.

  • Good understanding of basic ICT principles and the logic of data collection and management systems.

  • Strong computer skills: proficiency with MS Office – especially MS Excel. Knowledge of software such as ArcGIS, Kobo ToolBox, CommCare, MS PowerBI, or other software used in qualitative and quantitative M&E would be solid assets.

  • Willingness and ability to travel up to 40% of time.

  • Fluency in English.  Fluency in at least one other language spoken in European countries where IRC has offices (Germany, Serbia, Italy, Greece) preferred.

Highly desirable:

  • Experience with direct program implementation in emergency and low-resource contexts.

  • Experience rolling out organizational initiatives, particularly related to monitoring and evaluation.

  • Experience working in European countries where IRC has offices (Germany, Greece, Serbia, Italy)
