UNOPS Hub in Amman


The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

With the support of the EU, UNOPS is implementing a project to support social protection in Jordan. The overall objective of the project is to contribute to support social sector reforms and the development of an equitable and inclusive society in Jordan through the improvement and modernization of the quality and performance of the social protection system. UNOPS will be responsible of rehabilitating a select number of MoSD-owned and rented social care centers in compliance with the international standards of access and human rights and provision of IT facilities as well as contributing to the development of monitoring and evaluation-based performance management information systems for quality assurance.

The direct beneficiaries of this project are the vulnerable people benefiting from the targeted social care centers, who will benefit from an improved access to social care services. The MoSD (Ministry of Social Development), as well as NAF (National Aid Fund) and the Higher Council for Persons with Disabilities (HCPWD), will benefit from an improved infrastructure and capacities to be able to meet the increased needs for social care services.  Through this project, UNOPS will contribute to achieving Outcome 1 of the UN Sustainable Development Framework (2018-22) for Jordan that aims at making national and local level institutions in Jordan more responsive, inclusive, accountable, transparent, and resilient.

Functional Responsibilities

Under direct supervision and overall guidance of the Project Manager, the MIS Specialist is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity:

  1. Ensure  timely and successful implementation and development of the MIS component  in accordance with the project scope, timeline and  budget;
  2. Support the procurement unit in the preparation of the bidding documents needed to recruit a service provider for the MIS design and development;
  3. Validate the MIS detailed assessment, design, and development plan;
  4. Liaise with the ICT Specialist to ensure successful implementation, development, and validation of the MIS;
  5. Ensure that the beneficiary’s requirements and gaps are well reflected and presented in the MIS design and development plan;
  6. In consultation with service providers, validate the cost estimate for the development of the MIS software and hardware;
  7. Maintain smooth coordination with project partners and stakeholders to ensure the successful transfer of the updated M&E indicators and processes into the MIS;
  8. Monitor the performance of the service provider and report the progress update on the MIS directly to the Project Manager;
  9. Revise the progress reports, technical specifications and documents shared by the service provider and have them submitted for the Project Manager’s approval.
  10. Participate in meetings, field visits and workshops conducted by UNOPS with partners and beneficiaries as needed; to ensure the smooth implementation of the MIS component ;
  11. Support with the drafting of the technical  reports and/or any other needed documents;
  12. Prepare progress reports, according to the agreed timeframe with the Project Manager;
  13. Support the Project Manager in identifying and managing risks throughout the project cycle.
  14. Address any issues/challenges & suggest how to mitigate them" in addition to mitigation for identified risks
  15. Perform any other relevant duties as requested by the Project Manager

Education/Experience/Language requirements

  • A Master’s degree in Information Management, Computer Sciences or Information Technology from a reputable university or a combination of Bachelor’s degree in Information Management, Computer Sciences or Information Technology with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined below.
  • A minimum of 5 years of experience in designing and implementing MIS projects is required
  • A minimum of 3 years in leading and managing MIS projects is required 
  • Background in coordinating with local administrators, government, NGOs, and working with public sector is required
  • Knowledge of UN policies, procedures and operations is desired.
  • Knowledge of programming theory and relational database principles is required.
  • Knowledge of software engineering theory and applications is desired.
  • Flexible and adaptable to any situation, self-reliant and able to work independently.
  • Strong understanding of data quality assurance/quality control processes for information management is essential.
  • Knowledge of database, GIS software, and related hardware is required.
  • PRINCE2 or similar project management certification is an asset.
  • Fluency in both English and Arabic is required
