Job Description

Job title: Project Manager, the Child Rights in Serbia – Improving Outcomes for Children in the Serbian justice System (CRIS)

Estimated Actual Level of Effort required by the assignment: 100%

Reports to:Head of Office, IRC Hellas (Greece)

Positions directly reporting to this position: CRIS Project Assistant

Duty Station: Premises of IRC Serbia, located at Bulevar Despota Stefana 11/2, Belgrade 11000, Republic of Serbia. The employee will be expected to travel regularly throughout Serbia for project monitoring and technical support.

Job Summary

The Project Manager is a full-time position based in Belgrade, responsible for ensuring the successful implementation of the CRIS project, including coordinating all project management activities with local partners, ensuring timely implementation and spending as per the scope of work and budget, coordination with external technical experts as required, acting as the main consortium focal point to DG justice, as well as supervision of the project team.

She/he will ensure appropriate monitoring of and reporting against programmatic and budgetary targets. This position will also support IRC Hellas (Greece) in tasks related to communications, advocacy, and/or other project duties. The position reports directly to the Head of Programs (Greece) and works closely with administrative support units in Serbia to ensure smooth management of processes.

Specific Duties and Responsibilities:

Project Management

·Overall responsibility for the quality implementation of project activities ensuring that services are delivered on time, in line with the budget and in compliance with IRC and donor regulations, including procurement, administrative and finance regulations.

·Ensure that projects targets and results are met for both the partners and the IRC led components.

·Ensure appropriate and timely flow of information to the local implementing partners regarding compliance issues, budget / financial management, and technical quality.

·Monitor spending of the project budget and ensure accurate and effective use of resources, ensuring that all resources/assets in project are handled in line with IRC and Donor policy.

·Ensure that documentation requirements are met by the local partner and review partner outputs including any proposal amendments, work plans, reports, and requests before submission for approval.

·Coordinate any changes / amendments to project scope, budget, or other key project documents, meeting all donor requirements per the Grant Agreement.

Monitoring & Reporting

·Monitor project progress against both programmatic and budgetary targets, making adjustments to project implementation as necessary.

·Ensure appropriate, timely, and accurate data collection against agreed indicators and using agreed indicator tracking templates to enable both internal and external reporting.

·Coordinate IRC and partner reporting, in close collaboration with Grants to ensure that reports are submitted on time and to a high quality standard.

·Prepare narrative reports for IRC’s part of the scope of work and compile with partner reports as required by donor to ensure consistency in reporting between IRC and partners.

·With support from Grants, ensure timely submission of all project reports, quality of program data and proper archival of program information.

·Ensure that ongoing program monitoring and learning feeds into alterations into project and program design.

Coordination and Communication

·Ensure close cooperation, coordination and information sharing between partners on the project.

·Regularly participate in national and regional level child protection forums and inform / update senior management on developments / trends meaningful to the national context and / or the projects.

·Ensure close coordination / information sharing with the donor.

·Responsible for mainstreaming communications between the local partners and IRC team.

·Regularly coordinate with other ongoing IRC Serbia programs to exploit potential synergies.

·Represent IRC at coordination meetings and with external stakeholders as requested.

 Staff Management and Development

·Provide mentorship and supervision to project staff; discuss job expectations, set development and performance objectives and provide appropriate, thoughtful and timely feedback on performance of direct reports, including coaching and timely implementation of performance management system.

·In consultation with the Head of Programs, Greece, identify capacity building needs of project staff in key project management principles, tools and approaches and ensure that these new skills are utilized on the job.


Qualifications

·Masters level degree or equivalent in Social Sciences, Humanitarian aid, or related field

·Experience in project management of at least 3-5 years, capacity development, training, mentoring,and coaching and understanding of organizational and individual capacity building

·Proven experience in field level representation with key stakeholders and co-ordination with other NGOs

·Strong analytical and conceptual skills and the ability to think and plan strategically

·An excellent team player with good skills in team work and consultative approach to decision making

·Excellent communication skills, both oral and written, including a good track record of report writing

·Politically and culturally sensitive with qualities of patience, tact and diplomacy

·Fluency in spoken and written Serbian and English; strong writing skills
