BACKGROUND

The Global Water Partnership (GWP) is a multi-stakeholder action network and intergovernmental organisation dedicated to working with countries towards the equitable, sustainable, and efficient management of their water resources. We comprise 3,000+ partner organisations in over 180 countries. Our network of 65+ Country Water Partnerships and 13 Regional Water Partnerships convenes and brokers coordinated action by government and non-government actors, supported by a global secretariat that is located in Stockholm, Sweden. GWP mobilises action for water security through a unique combination of social capital, shared values, credibility within the global water community, bottom-up orientation, and expertise. GWP is embarking on a new strategy that calls urgently for more attention and coordinated action towards water secure development. The strategy is anchored in promoting sound and integrated water resources management (IWRM) where key global or regional policy frameworks bring leadership focus, progress measurement, development partner action, and potential for financing. We find compelling and realistic opportunities for such engagements in the 2030 Agenda and the SDGs, the Paris Agreement, the Sendai Framework, and in transboundary cooperation initiatives. Building on GWP’s strengths, the impetus now is to engage new actors and extend the reach of current partners (we mobilise); to create and maintain momentum for action across IWRM processes, building pilots, catalysing action and investments, and creating opportunities for systems change (we act); and to create mindful learning processes for agile improvements and innovations (we learn).

The secretariat is comprised of a dynamic team of 30+ staff and consultants who work to support GWP’s Regional Water Partnerships (RWPs), Country Water Partnerships (CWPs) and institutional partners, as well as all GWP’s stakeholders. We are looking to identify a Programme Associate, SDG 6 to provide administrative, communicative and programmatic support to a newly developed and innovative programme that will support and engage with RWPs and CWPs through linking implementation progress measurements with negotiating new steps towards further progress. We are looking for a business-oriented individual with knowledge of the water and development arenas who is active and passionate about her/his work, as well as innovative and deeply grounded in understanding the personal, political and systemic challenges that need to be met when implementing development processes.

SCOPE OF THE POSITION 

The significant links and interdependencies between the targets of SDG 6 on water and sanitation and those of other goals highlight the central role of water within the 2030 Agenda for Sustainable Development. Within SDG 6, the SDG 6.5 target on Integrated Water Resources Management (IWRM) is particularly well aligned with GWP’s mission. Together with UNEP, the custodian agency for SDG 6.5, the GWP secretariat is currently scoping and designing a multi-year programme that would empower GWP’s network in mobilizing implementation action across relevant actors, ministries, and GWP partners – in the context of an ongoing dialogue about the assessment of progress towards SDG 6.5. The programme will be at the core of the new GWP strategy and is also one of the anchors for thought leadership on IWRM Implementation within country level realities and experiences. 

The role requires close collaboration with GWP staff at country and regional levels as well as with colleagues from the GWPO Secretariat and key strategic partners, particularly at UNEP. It requires good understanding of multi-stakeholder processes and ideally experience and talent in facilitating such processes.

The Programme Associate, SDG 6 will work together with a small team directly comprised of 5 other staff as well as interns, while also backstopping teams across the Network “from behind”. The position is located within the Water Solutions for the SDGs, GWP Secretariat’s Network Operations team, and reports to the Sr Water Resources Management Specialist, SDG 6 Programme.

The Programme Associate, SDG 6 is responsible for providing administrative, communicative and programmatic support in implementing the programme to monitor progress on SDG 6.5, and in designing IWRM action plans that aim to increase progress towards that target.

This includes:

(i) Being the first point of contact for the regional and country teams on the administrative aspects of at least 60 workshops to be held around the year in 2020, tracking all related administrative aspects, including the transfer of financial resources, and liaising with regional and country teams;

(ii) ensuring the generation and first level of quality control of the required products such as the completed SDG 6.5.1 survey, photos, the issuing of final reports and related promotional products, including where appropriate social media;

(iii) contributing to workshop design, including facilitation, cataloguing best practices and seeking opportunities for cross-country and cross-regional learning, by documenting and sharing lessons learned;

(iv) developing a dashboard to provide easy-to-access information on the ongoing status, including written reports and the financial situation, for the Sr Water Resources Management Specialist, SDG 6 Programme, the GWPO Management Team, and external partners, as required;       

(v) contributing to the preparation of fundraising proposals at the global and regional levels to maximise the impacts of the workshops and processes carried out;

EXPERIENCE AND QUALIFICATIONS

Experience

  • Minimum 2 years of hands-on project experience in supporting the implementation of international development programmes, ideally focused on water resources management, preferably in a developing country context;
  • Experience with building partnerships with a range of stakeholders including but not limited to the public and private sector, global international organisations, the private sector, civil society and academia;
  • Exposure to the global agenda on water resources in the context of the 2030 Agenda an advantage. 

Qualifications

  • University/Master’s degree (or equivalent through work experience) in a water- or development-related field or in international affairs, communications or business. 

Skills

  • Communication: Excellent written and oral communication skills; fluency in English required, other UN languages (Arabic, Chinese, French, Russian and/or Spanish) are an advantage
  • Project Management: Ability to coordinate and manage multiple tasks with excellent project management skills
  • Interpersonal: Service-oriented work style, with excellent interpersonal skills, able to work effectively and harmoniously at all levels
  • E-literacy: Excellent e-skills, including the ability to use modern office technology and related software. Competency in social media engagement a distinct advantage. Excellent knowledge and experience with Microsoft Suite of programs - word processing, spreadsheet, and presentation software a minimum. Ability to do internet research, compile information and find solutions online to information gaps is essential.
