Background

UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates UN system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

Unit/ Project Background:

Gender equality and the empowerment of women and girls are global policy priorities. Over the past decade, the International Monetary Fund (IMF) and UN Women (UNW) have both made significant contributions to economic literature through country-level and cross-country analytical studies. Gender issues are also increasingly becoming an integral part of capacity development through the IMF’s technical assistance and training. On March 29, the Steering Committee of the Africa Training Institute (ATI) endorsed work on emerging macro-significant priorities, including gender-responsive macroeconomics.

Accordingly, ATI intends to launch, in collaboration with UNW and relevant IMF departments, a two-week course on gender and economics. Drawing from UN Women’s Training Manual on Gender and Economics, the course will present feminist approaches to macroeconomics, microeconomics and international economics; build capacity on gender analyses of global and regional economic trends, including those related to economic crises; and capacity for formulating gender-responsive economic policy for programme implementation, policymaking, and advocacy; The training will also provide an overview of international efforts to implement gender budgeting, key concepts and principles, and entry points in the budget process for addressing gender equality goals. It will review internationally recognized standards for successful gender responsive budgeting programs, drawing on UNW’s extensive experience. The overall objective of this two weeks course is to provide basic and intermediate level training modules on Engendering Economics, with the specific goal of building technical capacity of various stakeholders in the area of gender and economics to meet their needs, so as to equip them with tools to engage policy-makers and other development partners operating in the area of economic policy making and implementation. The target audience will comprise officials from ministries of finance and sectoral ministries committed to implementing essential components of gender budgeting in their home ministries.

This blended learning module aims to strengthen capacity development by sharing existing knowledge but also contributing to much needed new knowledge in today's fast changing social and economic environment.

At the end of the program we expect that participants will have the knowledge capacity to:

  • Understand the concept of gender as a category of economic analysis;
  • Advocate gender- aware analyses of economics;
  • Guide on gender-aware macroeconomics;
  • Work with governments, intergovernmental bodies and international development agencies to formulate gender-equitable economic policies at the national, regional and international levels;
  • Give analytical support to Civil Society Organizations in their advocacy efforts to promote gender equality in economic policy- making.

The IMF and UN Women have previously successfully collaborated, including in February 2018, when the two institutions collaborated to offer a peer learning workshop at ATI on gender responsive budgeting. Also, the two institutions have collaborated in undertaking research that recognizes and highlights the linkages between gender equality and economic growth; jointly delivered a regional training for staff of both institutions to strengthen technical capacity on the aspects of gender and macroeconomic frameworks. The collaboration between the two institutions is geared towards the goal of inclusive economic growth.

In this context, UN Women is organizing a 10-day face-to-face training on gender and economics at the IMF Training Center in Mauritius on 3rd – 14th February 2020.? As part of this process, UN Women is recruiting three facilitators, who will deliver the trainings as per their specialization for a period of three days each.

 

Duties and Responsibilities

Objective of the Consultancy:

The overall objective of the consultancy is to prepare the content (ppts, handouts and other resources) for the course on Gender and Economics as well as the delivery of some of the10 days face to face sessions from 3-14th February 2020. This advertisement is for 3 different consultants and each consultant will be required to deliver sessions within the two weeks course that relate to their specialization for 3 days.

The course aims at strengthening the capacities of participants on gender-responsive economic policy. The course provides training on Gender and Economics, to facilitate the development practice that better reflects the needs and priorities of all people-leaving no one behind-including women and girls.

Description of the course:

The full course will include the following topics:

  • Concepts and Macroeconomic Cost of Gender Equality;
  • Employment, Decent Work and Social Protection;
  • Gender, Public Finance and Investing in Gender Equality;
  • Gender Responsive Budgeting:
    • Introduction and Best Practices;
    • Practitioner’s experiences;
    • Application.
  • Economic Policymaking and the SDGs;
  • Gender Income inequality and poverty;
  • Gender Trade and Value Chains.

Description of Responsibilities

Under the supervision of the Regional Policy Advisor (UN Women ESARO) and Deputy Director (IMF- ATI), with support of the Economics Specialist in the Economic Empowerment Section (UN-HQ), and guidance of the Lead Instructor, the consultants will be responsible for the following deliverables:

Deliver the Face to

Consultant One: (3rd – 5th February 2020)

  • Concepts and Macroeconomic Cost of Gender Equality;
  • Employment, Decent Work and Social Protection.

Consultant Two: (6th, 7th and 10th February 2020)

  • Gender, Public Finance and Investing in Gender Equality;
  • Gender Responsive Budgeting.

Consultant Three: (11th – 13th February 2020)

  • Economic Policymaking and the SDGs;
  • Gender Income inequality and poverty;
  • Gender Trade and Value Chains.

Required Skills and Experience

Education:

Ph.D. in Economics, with an expertise in the areas of gender and development. Masters with over 15 years of experience will be accepted in lieu of a Ph.D.

Experience:

  • Minimum of 5 years of relevant experience in gender and economics;
  • Minimum 5 years of teaching economics, gender or development courses at the university level;
  • Minimum of 5 years of relevant experience in the field of training for adults, capacity building, and transformative education;
  • Work experience in knowledge management and capacity development projects;
  • Experience in facilitating participatory, interactive, multi-cultural training for adults;
  • Experience working with civil society, NGOs at the national level;
  • Experience working with development and cooperation organizations at the national and international level;
  • Familiarity with the UN system will be an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of another UN official language is an asset.
