Job Description
Scope of work: The Roving Medical Doctor will be responsible for frontline emergency health response and implementation of primary health care activities in temporary IDP camps during recent arm conflicts or disaster through PHC Mobile Team of IRC Humanitarian Health Response Program. The Medical Doctor needs to build capacity of PHC Mobile Team Members and participate in project monitoring and evaluation. Coordination with respective township health departments and State Health Department in order to act as frontline emergency health response during disaster or arm conflicts in temporary camps or shelter. The Roving Medical Doctor reports to Project Manager and this position is based in Lashio Township, Northern Shan State with approximately 85% of time required for travel inside identified IDP camps and/ or temporary shelter/ camps from Northern Shan State, Kachin State and Rakhine State.
Responsibilities:
Implementation of frontline health response during emergency situation

Prepare and assist project manager for frontline emergency health response plan

Lead mobile team to provide health care services during emergencies/ disasters

Assist project manager in coordination with respective humanitarian actors during emergencies/ disasters

Coordinate with M&E focal person for MIRA+ assessment during emergencies/ disasters

Participate Joint need assessment initiated by Humanitarian actors

Coordinate and collaborate with health counselor for MHPSS activities
Implementation of clinical care for mobile clinic activities
- Prepare monthly work-plan of PHC mobile team to cover targeted IDP camps/ shelters regularly

Establishes clinical care of general population, women and under 5 children according to MOHS and IRC protocols

Manage organizing of referral of life threatening emergency cases to Local District/ Township Hospital and other available secondary and tertiary referral health facilities in area

Coordinate with Midwives to support NID activities and monthly outreach activities of Midwives, including immunization, vitamin and mineral supplementation as needed

Coordinate and collaborate with BHS of MOHS to establish weekly and monthly diseases surveillance system and outbreak response as needed

Represent as focal/ team leader of IRC Emergency Response mobile team to local authorities and community

Coordinate and collaborate with health counselor for MHPSS activities

Develop proper waste management plan in both mobile and static clinics as needed
Capacity building of the mobile team members, local community

Supervise mobile team members in their day-to-day activities and provide feedback to ensure quality work

Supervise mobile clinic nurses in drug and commodities management
-
Supervise mobile clinic nurses to ensure good clinic hygiene and proper waste management

Coordinate and collaborate with Capacity building team for quality assurance, technical oversight and capacity development of the team members

Support and provide on-the-job training to PHC mobile team members as needed

Provide on-job training and capacity building to camp management committees in sensitization and strengthening of emergency referral system
- Assist Project Manager on PME and capacity building of PHC mobile team members
Monitoring and evaluation
- Collect and organize data entry as a result of MIRA+ tool or Joint rapid need assessment and report to Project Manager in timely manner

Organize data entry and analysis of monthly PHC mobile team activities and achievements in the standard IRC - Emergency Health Response Database

Assist Project Manager to prepare IRC Global Minimum Health Indicators Report, Monthly Data Reports, etc.

Supervise the nurse(s) on preparation of weekly and monthly EWARS reports and MUAC screening report
Reporting

Provide regular, on time and quality monthly narrative report to Project Manager

Assist Project Manager on preparation of donor, IRC in-country and HQ report as needed
Other

Coordinate with program support teams to implement project activities in time

Provide procurement documents in advance as needed

In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community

Remain flexible to perform other duties as required or requested
Qualifications
- Registered medical doctor (M.B.,B.S.) with minimum one year’ experience on primary health care settings and clinic management
- Favorable to person with experience on medical response to disaster area, surveillance, control of communicable diseases in disaster area and emergency need assessment during disaster/ conflicts
- Sensitivity leadership skill and team management skill
- Adaptable, flexible and mature in judgment
- Good assessment, analytical, planning and reporting skills
- Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages
- Good English language skill (both oral and written)
- Good practice on MS package

Understanding of medical ethic and patient education
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
