Job Description
Scope of work: The roving mobile clinic nurse will be responsible for frontline emergency health response and implementation of primary health care activities in temporary IDP camps during recent arm conflicts or disaster through PHC Mobile Team of IRC Humanitarian Health Response Program. The Roving Mobile Clinic Nurse reports to Roving Medical Doctor and this position is based in Lashio Township, Northern Shan State with approximately 85% of time required for travel inside identified IDP camps and/ or temporary shelter/ camps from Northern Shan State, Kachin State and Rakhine State. Responsibilities:
Implementation of frontline health response during emergency situation
- Assist roving medical doctor and project manager for frontline emergency health response plan
- Assist roving medical doctor to provide health care services during emergencies/ disasters
- Prepare and check portable stock regularly for emergency health response during emergencies/ disasters
- Conduct hygiene promotion (Individual/ community) during recent arm conflicts or disasters
- Coordinate with M&E focal person for MIRA+ assessment during emergencies/ disasters
- Participate Joint need assessment initiated by Humanitarian actors
- Coordinate and collaborate with health counselor for MHPSS activities
Implementation of clinical care for mobile clinic activities

Assist roving medical doctor to prepare monthly work-plan of PHC mobile team to cover targeted IDP camps/ shelters regularly

Assist roving medical doctor in giving appropriate medical care to the patients according to MOHS and IRC protocols and administer medicines as prescribed by roving medical doctor and provide health messages to the patients

Assist roving medical doctor for establishing disease surveillance system and outbreak response as needed

Assist roving medical doctor for establishing emergency referral system in IDP camps and remote villages

Provide proper quality care related with MCH and RH in line with MOHS and IRC protocols as needed

Involve in proper triage of patients presenting to clinics

Perform laboratory test (e.g. Malaria RDT) and/ or collect test samples as deemed necessary

Coordinate and collaborate with health counselor for MHPSS activities
Record keeping and medical supplies management

Administer and dispense drugs as prescribed by roving medical doctor and to ensure that the patient is clear on how to take the medication (correct dosage/ frequency and duration)

Record the dispensed to every patient in daily consumption register/ record book

Complete and keep proper medical records and register

Manage stock of drugs and PHC clinic commodities

Prepare and check emergency kits and essential/ complementary drugs kits monthly

Assist roving medical doctor to manage clinic database including data compilation, entry and reporting
Infection prevention, control and waste management

Follow and ensure proper Infection prevention and control measures in mobile clinic setting

Segregate and dispose medical waste according to standard waste management protocols

Supervise clinic volunteers/ cleaners to ensure proper IPC practices in static clinics

Provide capacity building to clinic volunteers/ cleaners regarding standard IPC measures and waste management practices in both mobile and static clinics

Assist roving medical doctor and project manager in development of proper waste management plan as needed
Monitoring and evaluation

Collect and organize data entry as a result of MIRA+ tool or Joint rapid need assessment and report to Project Manager in timely manner

Assist roving medical doctor to organize data entry and analysis of monthly PHC mobile team activities and achievements in the standard IRC - Emergency Health Response Database

Assist roving medical doctor and Project Manager to prepare IRC Global Minimum Health Indicators Report, Monthly Data Reports, etc.

Prepare of weekly and monthly EWARS reports and MUAC screening report
Reporting

Provide regular, on time and quality monthly narrative report to Roving medical doctor

Assist Project Manager on preparation of donor, IRC in-country and HQ report as needed
Other

Coordinate with program support teams to implement project activities in time

Provide procurement documents in advance as needed

In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community
- Remain flexible to perform other duties as required or requested
Qualifications
- Valid licensed nurse with B.N.Sc or diploma of nursing and minimum 2 years’ experiences in primary health care setting, IPC and waste management
- Favorable to person with experience on medical response to disaster area, surveillance, control of communicable diseases in disaster area and emergency need assessment during disaster/ conflicts
- Sensitivity to the needs and priorities of conflicted affected populations
- Adaptable, flexible and mature in judgment
- Good assessment, analytical, planning and reporting skills
- Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages
- Good English language skill (both oral and written), favorable to person who can speak local language (Kachin/ Ta-ang/ Shan/ Rakhine)
- Good practice on MS package

Skilled in community mobilization, facilitation and health education
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
