Background

In December 2015, UNDP Tajikistan with financial support from the Swiss Agency for Development and Cooperation (SDC) launched Phase I of the Civil Registry System Reform Project in Tajikistandirectly contributing to implementation of the on-going reform of civil registration offices (ZAGS). The first phase of the project runs until November 2019.

Building on the results and lessons learned from Phase I, UNDP is planning to launch Phase II of the project as of 1 December 2019 until 30 November 2023. The second phase of the project will continue to be implemented by UNDP in close partnership with the Ministry of Justice. The project will work with other different actors at different levels to make civil registry institutions and mechanisms more responsive to the populations needs and more functional, by developing capacities among the relevant institutions and stakeholders and by simplifying and standardization processes. This will include more refined capacity development approaches and creating strategic partnerships with other institutions, such as the Ministry of Foreign Affairs, Ministry of Health and Social Protection, and the Ministry of Interior. The project will apply human rights-based approach and will work on both the supply and demand sides of civil registration service provision enabling each side to substantively contribute to implementation of the civil registration reform process.

Under the overall guidance and direct supervision of the Project Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. 

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis and will be responsible for the collection & analysis of different data in relation to the project activities

Duties and Responsibilities

The Monitoring and Evaluation Officer works in close collaboration with the project team and CO programme and operations clusters, Government officials, private sector, non-government and civil society organizations and will have the following duties and responsibilities:

  1. Evaluation of the project results
  • Develop and strengthen monitoring, inspection and evaluation procedures.
  • Prepare evaluation plan to ensure effective and efficient implementation of the project and to ensure that activities and outputs result in positive outcomes.
  • Recommend further improvement of the logical frame work.
  • Develop monitoring and impact indicator for the project success
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project's results.
  • Support monitoring and evaluation of the effects and impact of the project.
  • Carry out quarterly informal and annual formal evaluation of the project in coordination with the project team.
  • Prepare plan for corrective action and assist Project Manager to realign the project activities and outputs to ensure positive results.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E.
  • Prepare Issues Log and Risk Log for the project.
  • Develop M&E system for the Project and for the government counterpart/stakeholders;
  • Prepare and maintain data base to track progress on the project’s indicators and targets.
  • Provide input and update information related to project outcome in UNDP and GOB website.
  1. Report writing:
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team and UNDP.
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager.
  • Preparation of monthly reports with status of results and implementation of improvements.
  • Assist Project Manager in the preparation of reports on the findings and lessons learned from project innovations.
  • Assist Project Manager in preparing monthly and quarterly reports on project progress based on project activities.
  • Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of the project.
  •  Assist the Project Manager in preparing other relevant reports.

        3. Capacity building and knowledge sharing:

  • ​Conduct capacity assessment on existing monitoring and evaluation system
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Organize and conduct training on M&E for project and government staff.
  • Closely work with project personnel in building their capacity in all areas related to the management and regular monitoring & evaluation of their own activities;
  • Help build capacity of relevant staff through on the job-training and regular briefings on effective monitoring and evaluation.

Required Skills and Experience

Education:

  • University Degree preferably in Business Administration, Economics or related field. 

Experience:

  • At least 5 years of experience in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.

Language Requirements:

  • Fluency in both verbal and written English, Tajik and Russian is a must. 

Other:

  • Good understanding of Tajikistan’s development context in general and civil registration issues in particular
  • Demonstrated ability in monitoring and evaluation and reporting experience.
  • Proven ICT skills, especially in the development of M&E software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.
