UNICEF is looking for a Child Protection consultant to work on the capacity building on Child Protection Prevention and Response for the Department for Orientation and Pedagogical Team (DOPS) within the Ministry of Education and Higher Education Department.

Purpose of Activity/Assignment:

Tasks/Milestone 1:
Provide regular technical advisory support and contribution towards the strengthening of capacities of MEHE/DOPS at national and regional level on the roll-out of the Policy for the Protection of Students in the School Environment
- Technical guidance and advice 2 days per month
- Coordination 1 days per week with different entities (UNICEF, MEHE,...) (Total of 46 days)
- 10 days inception mission and report.
Deliverables/Outputs 1:
- Regular meetings, coaching sessions, discussions with DOPS management and central team
- Development of necessary guidance, SOPs, in consultation with UNICEF
- 7 days inception with report conducted and submitted
- Weekly coordination with relevant actors conducted with relevant reporting submitted
Timeline 1: 79 days Dec 2019-Nov 2020
Tasks/Milestone 2:
A 6-day workshop with 27+ Regional Investigators on Investigating Institutional Violence (Direct Facilitation):
- Adapt Days 1-3 of the existing 6-day induction package (the remaining 3 days will be developed and facilitated by a UNICEF technical expert on institutional violence).
- Co-facilitate (3 days)
- Support drafting of workshop report

- Adapted 3 days materials for the Regional investigators completed (2 days).
- 3 days workshop facilitated.

An 8 Day Workshop with 60 Roving PSS Counsellors (Direct Facilitation) on Positive Discipline/Classroom Management & on CP Risk Assessment, Planning and Follow-up:
- Review existing content
- Design and validate workshop
- Co-facilitate workshop
- Draft workshop report
/5 days pre-post-prep. + 8 days (x4 groups) co-facilitating
Deliverables/Outputs 3:
- Adapted 8 days materials for the workshop with the Roving PSS Counsellors completed (3 days).
- 32 days workshops co-facilitated for 4 groups.
- Workshop report drafted and submitted (2 days).

A 2 days refresher workshop to 300 CP School Focal Points (ToT) on Basic skills and concepts for CP Prevention and Response:
- Adapt existing 5-day workshop & facilitator’s guide to a 2-day refresher
- Draft Workshop Report (based on M&E tools collected by Roving Counsellors)

- Draft workshop report (based on M&E tools collected by Roving Counsellors)

- Adapted 1-day material for the School directors including guidance note and report completed.

A 5-day workshop with 300 new CP School Focal Points (ToT) on Basic skills and concepts for CP Prevention and Response:
- Update existing 5-day workshop & Facilitators Guide based on findings from Feb.2019 Workshop Report
- Draft workshop report (based on M&E tools collected by Roving Counsellors)

- Adapted 5 days workshop materials for CP school focal points including guidance note and workshop report submitted and completed.

Tasks/Milestone 8:
A 6-day workshop with 550 Fixed School Counsellors (ToT) on Positive Discipline/Classroom Management & on CP Risk Assessment, Planning and Follow-up:
- Adapt 8-day workshop (deliverable #1) to 6-days
- Develop a facilitators guide for Roving Counsellors who will facilitate this workshop regionally
- Draft workshop report (based on M&E tools collected by Roving Counsellors)

Tasks/Milestone 9:
Capacity building of MEHE team on data collection, analysis and report writing.
Deliverables/Outputs 9:
- Organization of a series of workshops (minimum 3 over the course of the consultancy on data collection, analysis and report writing) in addition to an estimate of 20 days of coaching to MEHE relevant staff.

TO QUALIFY AS AN ADVOCATE FOR EVERY CHILD YOU WILL HAVE:
- Minimum 5 years’ professional experience in child protection capacity building to diverse target groups
- Substantial experience designing, delivering and evaluating CP workshops to both CP and non-CP actors
- Experience in Lebanon’s public sector (particularly MEHE or MoSA) highly desirable
- Fluency in English and Arabic - Excellent capacity building needs analysis, communication and facilitation skills
- Expertise in Child Protection prevention and response
- Excellent relationship management skills
- Solid knowledge of Lebanon’s National CP SOPs and MEHE’s Child Protection Policy
- Solid knowledge of Child Protection mainstreaming in Education
- Good M&E skills and experience evaluating knowledge acquisition and learning from workshops
