VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. This position is located under PTC/ENV/MPD and as one of the implementing agencies of the Multilateral Fund for the Implementation of the Montreal Protocol, UNIDO assists developing countries through its Montreal Protocol Division to be in compliance with their commitments under the Montreal Protocol on substances that deplete the ozone layer and/or cause global warming. While primarily concerned with the elimination of ozone-depleting substances (ODS), the activities carried out by UNIDO in this context also enable the industries concerned to achieve increased productivity and an improved economic performance in terms of lower operating costs, less maintenance and higher product quality and reliability.

PROJECT CONTEXT As an Article 5 Party to the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer, the Philippines has already embarked on its obligations to phase-out hydro chlorofluorocarbons (HCFCs) through its Stage I HCFC phase out Plan (HPMP), under which Philippines committed to freeze consumption of HCFCs in 2013 at its baseline level of 162.87 tons of ozone depleting potential (ODP), and reduced its HCFC consumption by 10% in 2015. The objective of this proposed Stage II HPMP is to support the government of Philippines in its next obligation under the Montreal Protocol, which is meeting 35% reduction target by January 1, 2020. Decision 68/36 of the ExCom stipulates that the Multilateral Fund will assist the Philippines in its efforts meeting the 2020 target, by providing funds to achieve 15% of the baseline level (24.42 ODP tonnes). Duty Station: Manila, Philippines Approximate duration: 7 months (with the possibility of extension)
