Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of FAO County Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.


Reporting Lines


Under the direct supervision of the FAO Representative and the Project Budget Holder, and the technical guidance/supervision of the National Technical Advisor on Animal Health, ECTAD China, and in collaboration with the Government of China and other FAO team members.


Technical Focus

He/she will ensure effective management of the project implementation through close contacts and guidance of the FAO Representative, the National Technical Advisor on Animal Health, ECTAD China and technical officers in ECTAD RAP. The incumbent will provide required technical and administrative support to coordinate and implement project activities at national level.


Tasks and responsibilities
  • Coordinate with the Animal Husbandry and Veterinary Bureau (VB) and China Animal Health and Epidemiology Centre (CAHEC) of the Ministry of Agriculture and Rural Affairs (MARA) on epidemiology capacity development including
    • Support implementation of activities according to the China Field Epidemiology Training Program for Veterinarians (CFETPV) curriculum;
    • Support application and contribution of veterinary epidemiology capacity that have been built to relevant national animal health programs;
    • Contribute to strengthening of capacities of national veterinary epidemiology trainers and mentors;
  • Support participation of China in regional and global networks on veterinary epidemiology and other related fields;
  • Coordinate and organize regular meetings with national/local partners, donors and stakeholders to discuss progress and recommend ways forward to strengthen veterinary epidemiology capacity in China;
  • Coordinate with Chinese and international stakeholders on activities relevant to capacity building and participate in relevant meetings and workshops;
  • Assist in implementing and coordinating One Health activities through innovative approaches, in close cooperation with United Nations Theme Group on Agriculture (UNTG-AG) member organizations, relevant Chinese organizations and other stakeholders;
  • Oversee the formulation and implementation of activities relevant to epidemiology capacity development in China;
  • Collect data and information from national and international sources, provide insight policy advice to the FAO Representative for decision making;
  • Coordinate the preparation of updates, briefs, presentations and reports (six-month progress report, project progress monitoring report, etc.) as required by FAO and donors; and
  • Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Master or equivalent degree in veterinary medicine, epidemiology or related disciplines;
  • A minimum of three years' work experience in coordinating and managing development programmes, organizing training or extension activities;
  • Working knowledge of English and Chinese.

Selection Criteria
  • Understanding of public health or animal health issues at national level and relevant work experience. Working experience in public sector and/or UN system would be an asset;
  • Hands-on experience in liaison and coordination with international and national research institutes and stakeholders, as well as supporting relationships among international organization and national governments;
  • Ability to liaise and coordinate with international, national and local partners;
  • Excellent communication skills, both orally and in writing; Knowledge of communication tools and applications;
  • Knowledge of program formulation and management; systematic and efficient approach to work assignments, good judgement and analytical ability; ability to structure and convey information in an appropriate and professional manner;
  • Good organizational and interpersonal skills; ability to work in multidisciplinary and multicultural environment and promote teamwork at all levels; ability to work independently;
  • Relevant academic qualifications;
  • Computer skill, especially the use of MS Excel, Word, PowerPoint, Outlook and any other data analysis applications.
