The Programme Coordinator will provide professional technical, operational and administrative assistance and will coordinate all project interventions related to the prevention, identification and response in GBV cases, with a special focus on refugee and migrant children and women; addressing the health and educational needs of refugee and migrant children and protecting unaccompanied children from detention. She/he will support research, collecting, analysing and presenting technical information for the development and implementation of UNICEF Country Office Strategy on issues affecting asylum seekers, refugees and migrants.

Since the beginning of the refugee and migrant crisis in Europe, UNICEF Bulgaria has been supporting national efforts and response to the crisis by working with Government partners, UNHCR and NGOs to ensure access to education, health services as well as social and legal protection for refugee and migrant children.

UNICEF has been providing interpretation, legal aid and counselling to unaccompanied children in detention on their rights, legal situation, risks on the journey to and through Europe, and has been supporting family tracing and reunification. The strong advocacy efforts of UNICEF, UNHCR, Bulgarian Helsinki Committee and other partners led to a ban on detention of unaccompanied and separated children, which was introduced into the Law by the Ministry of Interior in December 2017. The new law stipulates that unaccompanied and separated children cannot be detained and shall be referred to the Child Protection Departments for implementation of child protection measures. In 2018 and 2019, UNICEF has continuously monitored the effective implementation of the legal ban and has been actively looking for ways to support Child Protection Departments, which struggle to build the necessary administrative capacity to perform their new functions.

How can you make a difference?

  1. Monitoring on an on-going basis the situation of refugee and migrant children and women in the country and collect relevant statistical data and information, with a special focus on GBV survivors and people at risk;
  2. Coordinating and monitoring the implementation of the planned activities under Phase III of “Action Against Gender-based Violence Affecting Refugee and Migrant Women and Children“ project,  the regional project “Strengthening refugee and migrant children's health status in Southern and South-Eastern Europe” and other related  UNICEF interventions for the protection of refugee and migrant children and women;
  3. Contributing to drafting technical proposals, recommendations, reports, and other UNICEF documents;
  4. Liaising and maintaining communication with relevant national authorities, UN Agencies and civil society organizations to support advocacy efforts and coordination with other organizations/institutions involved;
  5. Conducting field visits for the purposes of needs assessment, project management, monitoring and evaluation;
  6. Providing support for knowledge management and capacity building;
  7. Others as requested by UNICEF Country Office.

To qualify as an advocate for every child you will have…

  • Relevant university degree, preferably in international development, human rights, psychology, sociology, social work, international law or other relevant area;
  • At least 5 years of professional experience in project management;
  • Experience in working with refugee and migrant children and women and issues of gender-based violence;
  • Knowledge and expertise in the area of rights, needs and protection of migrant populations, especially children and women; 
  • Knowledge of the national system of child protection, with a special focus on migrant children;
  • Good communication, planning and project management skills;
  • Respect for cultural diversity and human rights;
  • Willingness and availability to travel across the country;
  • Knowledge of the UN system and UNICEF mandates is an advantage;
  • Excellent command of English.
