Description of task

Under the direct supervision of Chief Fuel Unit, the UN Volunteer will undertake the following tasks:

  • Ensure delivery of POL and associated services to the clients through turnkey service contract meeting the contractual requirements.

  • Ensure that the Fuel and related goods and services delivered by contractor meets UN Fuel Standard.

  • Conduct regular Quality checks and proactively report nonconformity; ensure follow up action thereafter.

  • Implement QASP of Fuel Unit in the sector.

  • Implement procedures to ensure that bulk fuel requests are properly prepared, reviewed and approved to ensure reliable flow of fuel supply for the sector in line with the stock requirements.

  • Implement Fuel related Standard Operating Procedures (SOPs), including those related to Fuel Fraud Prevention, Quality Control (QC)/Quality Assurance (QA), Fuel Consumption Monitoring and, reporting;

  • Supervise the process of fuel consumption monitoring, fuel stocks reconciliation - to ensure accountability;

  • Provide input on mission POL requirements, and cost-estimates for budget and acquisition planning;

  • Implement plans for the disposal or redeployment of assets during mission downsizing or liquidation;

  • Provide technical input as required in the development and implementation of fuel supply and service contracts, including in preparing Statements of Work, technical evaluation and

    presentations to Local Committee on Contracts;

  • Develop, maintain and update software and databases such as EFMS-2 for tracking, reconciliation and accounting purposes;

  • Implement the internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hardcopy records to ensure proper audit trail;

  • Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules and cost objectives;

  • Assist the Contract Management Section/Unit in the resolution of contractual disputes in the course of contract implementation;

  • Manage and train Fuel Unit staff as assigned;

  • Perform other duties as required

Qualifications/Requirements Required degree level: Technical/Vocational diploma Education - Additional Comments:

Diploma Petrochemical, Fuel Management, Fuel Supply Chain Management or related field.

Required experience: 36 Months Experience remark:

At least 3 years of progressive experience in Fuel Management is required. Knowledge of working with Fuel Management in the Peacekeeping Operation, Military operation or in any Field Fuel operation is an advantage.

Language skills:
  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Working Knowledge
