Background

Background and Situational Context

UN Women became one of UNAIDS’ cosponsors under UNAIDS Unified Budget, Accountability and Result Framework (UBRAF). The UBRAF is an instrument to translate the UNAIDS Strategy into action, mobilizing the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under this mechanism, UN Women project in Indonesia is carrying out a number of initiatives to integrate gender equality and human rights principles into national HIV/AIDS response. The program will engage HIV/AIDS key government institutions, UN agencies, and community representatives of Women Living with HIV (WLHIV). In 2019 UN Women intends to focus its work on preventing the violence and its impact among women living with HIV.

Indonesia is encountering challenges of the HIV epidemic particularly in relation to persistent gender inequalities that have caused higher risks of infections among women and girls. In 2016 the Ministry of Health reports that new infections among women significantly increased, among new HIV cases, the percentage of women increased from 34.04 percent in 2008 to 39.04 percent in 20161.

Together with the Ministry of Health, UNFPA is developing a manual for prevention of HIV among intimate partners. HIV transmission in intimate partner relationships describes the transmission of HIV to people from the regular partners who inject drugs or have sex with other people, including with sex workers2. UN Women has been requested to contribute to this process in particular by developing SOP for addressing the intimate partner violence (IPV)  and how to prevent it from occurring in the intimate partner relations. The SOP will be an integral part of the IPT manual.

The IPV SOP draft has been developed and simultaneously being piloted with the IPT SOP of UNFPA in five cities (Jakarta, Surabaya, Medan, Bandung and Makassar) from August to December 2019. In this process, UN Women contributes by looking at the avenues for integrating the SOP of IPV into IPT at the implementation level. During the  pilot implementation, UN Women also expects to hear inputs and suggestions for improvements of the IPV SOP from the outreach workers.

Duties and Responsibilities

Under the supervision of UN Women Country Programme Manager, and guidance of UN Women Representative, the consultant shall undertake the following tasks:

  • Develop reports of IPV SOP pilot implementation from 5 cities and the recommendation for the implementation of the next project.
  • Identify and develop directory of the referral services for violence against women in five pilot cities of IPV SOP implementation.
  • Finalize the IPV SOP based on the recommendations from outreach workers who have been piloting the use of the SOP in 5 cities.

Contract period and work location

The period of this consultancy is from 16 December 2019  to 30 January 2020. The consultant will be based in Jakarta, Indonesia and work home-based and at the UN Women Indonesia Office or partner offices as required.

Evaluation:

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Competencies

Essential knowledge and experience: 

  • Hands on experience in designing, implementing and monitoring development of policies and program for HIV response in Indonesia.
  • Hands on experience in working closely with HIV key stakeholders, the Ministry of Health, International Organizations, CSOs and networks in Indonesia working on HIV and prevention and response to violence against women and girls is desirable.
  • An excellent understanding of issues on HIV, Public Health and its link to violence against women and girls
  • Good knowledge of policies, programs and priorities of government in preventing and responding to HIV and violence against women and girls in Indonesia.
  • Excellent command of written English and Bahasa Indonesia.

Required Skills and Experience

  • Master’s degree in Gender Studies, Public Health, Development Studies, Human Rights, Social Science or other related fields
  • A minimum of seven years of relevant work experience in the field of HIV. Experiences of working on gender and prevention of violence against women girls are desirable
  • Experience of engagement in development of national policies/program on HIV response.
