UNICEF Angola seeks a consultant to provide technical assistance to support the Ministry of Environment (MINAMB) in developing a coordinated response to GCF and strengthen the Government of Angola’s capacity to prioritize, plan and implement climate adaptation measures in the water and sanitation sector.

Purpose:

The purpose of this consultancy is to enhance UNICEF's ability to support the National Delegated Authority (NDA) in developing a coordinated response to GCF and strengthen the Government of Angola's capacity to prioritize, plan and implement climate adaptation measures in the water and sanitation sector.

Scope of Work

The scope of work for this assignment is as follows:

  1. Engage with key stakeholders in Angola including; the government, MINAMB, private sector and water sector partners to determine:
    • Current progress made by Angola on the NAP and its achievements and identify barriers to progress.
    • The planned activities at country level for moving from NAP to NAPA including the current state of national policies and strategies.
    • Previous adaptation work and projects done by other parties since development of the NAPA in 2011and consider how the readiness window can/will develop the NAP for Angola.
    • Capacity building requirements for adaptation and mitigation in water sector including the role of private sector.
    • Assess the current devolution of roles in the water sector to regional and catchment level and determine how this process can be strengthened to build the country's adaptation and mitigation abilities.
    • Assess the role of the private financial sector to develop new financial products, blended finance approaches, and/or service markets that accelerate uptake of climate-smart technologies in WASH and/or agriculture sector.
  2. Review the current GCF proposal to strengthen activities, update theory of Change (TOC), and respond to GCF comments.
  3. Review and adjust proposed activities, outputs deliverables and milestones to achieve a multiple sequential proposal, which would enable adaptive management and adjustment of activities on a participatory basis with the guidance of the NDA and other relevant government authorities in line with comments received from GCF.
  4. Facilitate stakeholder workshops/meetings to achieve buy-in and consensus on planned activities, complementarity among partners, and GCF submission package.
  5. Deliver proposal package to UNICEF, including the updated concept note and draft response to GCF comments.
  6. Propose future climate adaptation and mitigation ideas for UNICEF to pursue in Angola.
  7. Review current status including suggestions received from countries and GCF and take necessary steps to address those.
  8. Liaise with national institutions for the finalization of the NAP proposals including updating existing log-frames and financial plans based on discussions with other partners.

Methodology

This assignment is designed to complement the current work by UNICEF Angola supporting the government of Angola to prioritize, plan and implement climate adaptation measures in the water and sanitation sector. A mix of methods and approach will be deployed on this assignment including primary collection of qualitative data through semi-structured interviews, focus group discussions, and a collection of quantitative data from secondary sources (including a meta-analysis of existing data). The proposed methodology will include:

  1. Desk Review: Review of the relevant literature and resources that will be available.
  2. Meetings with key Sector and Programme Partners: Undertake consultations with the key line government agencies in Angola. Meetings with the MINAMB, Water Sector Departments and climate change focal points, catchment level authorities and partners will be required. The consultant will closely liaise with UNICEF and other relevant development partners active in resilience building, climate change mitigation and adaption related activities in Angola.
  3. Data analysis and review to develop a coordinated response to GCF and finalize the submission. The GCF process recognizes the MINAMB as the final institution responsible for the submission of proposals, responses and correspondences to GCF. The consultant is required to ensure that there is buy in, and ownership of the MINAMB in terms of finalization of the update proposal and submission of documents by the MINAMB. Once draft submissions are discussed and agreed with the MINAMB, UNICEF will ensure administrative processes with the MIAMB are managed and completed.

Deliverables

1. Inception Phase

  • Work plan, timeframe, methodology and instruments/tools for data collection

Deliverable: Inception Report within one week of contract signature (3 days)

2. Desk review and fieldwork

  • Relevant literature reviewed.
  • Questionnaire and consultation tools finalized.
  • Consultations with stakeholders undertaken

Deliverable: Preliminary Responses to GCF and updated Concept Note developed within two (2) weeks of field work being undertaken (14 days)

3. Stakeholder Workshop

  • Facilitate a key stakeholder workshop (MINAMB, UN Organizations, Partners and stakeholders) in Angola to verify the preliminary findings and recommendations

Deliverable: Stakeholder Workshop Proceedings Report within one week of meeting being held (3 days)

4. Final concept note and response to GCF questions

Deliverable: Responses and concept noted updated as per GCF guidelines and standards (5 days)

5. Closing Report

  • Closing report clearly highlighting key findings and project ideas for future UNICEF climate change mitigation and adaptation programming

Deliverable: No more than ten (10) pages (5 days)

To qualify as an advocate for every child you will have…

  • An advanced University Degree (master or higher) in a WASH-related discipline, with orientation to WASH issues in developing and humanitarian context (P4 Level).
  • In-depth and demonstrable experience in Climate Change and Resilience programming and project development.
  • Experience with development of GCF proposals and concept notes.
  • Strong knowledge and understanding of the work of the UNICEF WASH programming and NDA in Angola. 
  • Excellent planning and facilitation skills.
  • Good interpersonal and communication skills.
  • Ability to establish and maintain strong and effective working relationships.
  • At least ten (10) years of related work experience, including experience in humanitarian and development contexts. 
  • Excellent command of Portuguese and English (both oral and written).
  • Significant demonstrable experience of producing high-quality analytical reports and presentations.

Application Submission: 

The documents for the Technical Proposal should include:

  • Resume/CV including relevant experience/specific role in undertaking similar performance evaluations, education/other trainings, knowledge of local languages, references, etc. no more than 4 pages.
  • Description of other similar assignments undertaken during the last 5-10 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of services no more than 4 pages.
  • Proposed approach, methodology and workplan in response to successful complete this Case Study (including proposed number of days required to complete expected deliverables) no more than 5 pages.

The Financial Bid should comprise the full cost of delivering the task, including:

  • Detailed budget including (but not limited to) consultant fees, transportation (travel to Angola; travel within the country), visas, daily subsistence, etc. These costs should not exceed internal UN rates.
  • Other related costs, if any (please specify).
