Within the delegated authority and under the direct supervision of the Emergency Coordinator and overall supervision of the Chief of Mission or his/her designated mandated representative(s), the UN Volunteer will be responsible for providing recommendations to inform design of a pilot intervention focused on women’s economic empowerment, as outlined below
Purpose and objective:
The main objective of this exercise is to provide practical recommendations and inputs to inform IOM’s activities in relation to women’s economic empowerment in Jordan. This will contribute to a better understanding of needs, gaps and opportunities in relation to economic empowerment for target beneficiaries, including Syrian refugees outside camps and Jordanian women in host communities. Using various methods to collect and review information, this exercise will identify and explore: gender- and age-related barriers and opportunities related to economic participation, social and cultural norms impacting the viability of potential employment opportunities and perceptions of economic empowerment among target beneficiaries. Recommendations will consider related initiatives by other actors, existing documentation on challenges and best practices, and protection- and gender-sensitive approaches.
- Review available resources on challenges and barriers that women and youth face in accessing economic opportunities, and map recent/ongoing initiatives by other partners in close coordination with the Livelihoods Working Group, SGBV Sub-Working Group and Women’s Economic Empowerment Platform in Jordan;
- Identify relevant stakeholders to engage through consultations, key informant interviews and/or focus group discussions to better understand complementary activities, lessons learned, gaps and opportunities for pilot programming;
- Identify sectors and businesses that allow for women’s effective participation, including Syrian refugees, Jordanian women and women with specific needs;.
- Identify successful examples and opportunities for income generating activities and employment integration of vulnerable women and adolescent girls;.
- Scope feasible activities for a pilot intervention focusing on women’s economic empowerment in coordination with IOM’s programme team and implementing partner.
- Master’s degree in development studies, political sciences, social sciences, gender studies or other relevant field from an accredited academic institution with 5 years of relevant professional experience; or
- University degree in the above fields with 7 years of relevant professional experience.

- Previous experience working one or more of the following areas: socio-economic and/or household economy assessments, risks and vulnerability assessments, market assessments and gender analysis;
- Experience and knowledge in livelihoods programming;
- Demonstrated experience in conducting assessments for planning and/or evaluation purposes;
- Familiarity with established assessment and analytical tools is desirable (e.g. Household economy approach; Sustainable livelihoods framework; Market analysis; Minimum economic and recovery standards, etc.);
- Experience in conducting in depth market survey and livelihood assessment in protracted conflict situations with a gender lens;
- Demonstrated excellent analytical, writing and reporting skills;
- Extensive computer skills (MS Word, Excel and Power Point);
- Familiarity with the Syria refugee crisis and understanding of issues related to Syrian refugees and their host communities in Jordan.
