The incumbent will be accountable for developing, managing, coordinating and networking a resource mobilization strategy in support to the Country Programme, including the humanitarian action, and be responsible for providing quality assurance and oversight for the preparation of donor updates, reports and proposals. The incumbent will also provide overall supervision to the budget unit for managing allocations, fund monitoring and budget control and relevant reports to the country management team (CMT).

How can you make a difference?

Under the general guidance and supervision of the Chief, Planning, Monitoring and Evaluation, the post of Resource Mobilization and Budget Manager will be accountable for developing, managing, coordinating and networking a resource mobilization strategy in support to the Country Programme, including the humanitarian action, and be responsible for providing quality assurance and oversight for the preparation of donor updates, reports and proposals. The incumbent will also provide overall supervision to the budget unit for managing allocations, fund monitoring and budget control and relevant reports to the country management team (CMT).

 

The post is critical for defining UNICEF’s position to external partners and donors, both in-country and their national capitals and promoting ICO’s goals and planned results through advocacy and effective communication. The post supports the senior management and CMT to make effective decisions on fundraising and partnership strategies and ensures that plans are implemented, managed, monitored and evaluated efficiently and effectively in order to maximize results. In addition, the work makes resource management and planning and monitoring expertise essential for managing the overall allocation and disbursement of funds to ensure they are properly coordinated, monitored and liquidated in accordance with the programme budget allotments.

 

Summary of key functions/accountabilities:

 

1. Resource Mobilization Strategy. Ensure that the Country Office use a well-prioritised and realistic resource mobilization strategy that will provide resources to implement and manage the Country Programme.

Duties & Tasks:

  • Develop, maintain and update the country office resource mobilization strategy and associated implementation/action plan.
  • Actively participate and contribute to the UNCT fundraising and reporting within the context of the UN Sustainable Development Cooperation Framework (UNSDCF) and the UN Humanitarian Action Plan.

 

2. Donor Relations and Reporting. Acquire, cultivate and retain donors and manage meaningful relationships with donors.

Duties & Tasks:

  • Enhance positive relationships with donors, national committees and donor groups in-country and through PPD in their donor capitals through timely and high-quality donor proposals and reports.
  • Liaise with various humanitarian funding coordination (CHF, CERF and other pooled fund managers) for timely action on donor funding of humanitarian action.
  • Assess current systems in place within ICO and UNCT on donor proposals and reports.
  • Roll out monitoring and reporting mechanisms, ensuring that all sections and field offices are adequately trained and conversant with quality issues in donor proposals and reports.
  • Work with the Office of the Representative to strengthen donor relations in-country through face-to-face meetings, organizing donor visits to project areas and planning special events for to highlight joint work and missions. In collaboration with PPD and PFP, nurture donor interest in the UNICEF programme in Iraq and develop donor profiles, their priorities and interests to sustain high-level advocacy and fundraising efforts by the ICO leadership.

 

3. Private Sector Engagement. Ensure that ICO engages with businesses and other private sector actors according to the Private Sector Plan for the country office.

Duties & Tasks:

  • In close consultation with the Country Management Team and PFP Regional Support Centre, and informed by clear analysis of the external environment, develops an initial private sector strategy (‘Private Sector Plan’) targeting the audiences with strongest potential, including key influencers (major donors and foundations) and/or businesses. Ensures effective alignment with national, regional and global plans and priorities.
  • Stays abreast of key developments in the external environment as they affect fundraising, and continuously seeks new growth opportunities, and interprets and acts upon these with the team. Likewise remains up to date with cutting edge developments globally in fundraising practice within UNICEF and across the sector and ensures these are applied as relevant.
  • Builds and supports a culture of innovation to drive fundraising growth.

 

4. Budget Management. Ensure that the Country Office and national partners use a well-prioritised and realistic plan of research, monitoring and evaluation activities that will provide the most relevant gender-specific and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution.

Duties & Tasks.

  • Develop and implement an effective system for tracking the receipt, allocation and use of funds for country programme and for emergencies and ensure accurate requirements of funds, receipts and gaps that are verifiable across financial and reporting systems.

 

5. Programme Management and Performance Review.

Duties & Tasks

  • Ensure effective collaboration among sections and field offices to build consensus on fundraising and donor reporting strategies, approaches and planning including the development of dashboards, performance reporting and performance management on donor funds entrusted with various sections and field offices and bring to the attention of senior management and CMT issues of critical nature requiring collective actions and decisions.

 

6. Knowledge Management.

Duties & Tasks

  • Develop appropriate knowledge management systems to foster good resource utilization and reporting by country office with high-quality proposals and reports through information exchange, capacity development and communication/writing skills training.

 

7. Supervision and Monitoring.

Duties & Tasks

  • Lead a unit (within PME section) of international and national professionals responsible for resource mobilization, donor relations and reporting, performance management and budget management.

 

To qualify as an advocate for every child you will have…

  • Education. An advanced university degree is required in one of the following fields: Social Sciences, International Relations, Government, Public Policy, Social Policy, Social Development or other relevant disciplines, with specialist training in humanitarian action. (A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree).
  • Experience. A minimum of eight years of relevant professional work experience is required, including familiarity with emergency programmes. Developing country work experience in international development as well as in international donor relations is an asset. Proven ability to develop effective long-term strategic fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies when planning. Proven ability to implement clear goals that are consistent with agreed strategies, identify priority activities, adjust priorities as needed to meet organizational goals. Demonstrated ability to identify and seize new fundraising opportunities, formulating new fundraising strategies and models. Demonstrated ability to adjust to unexpected challenges and proposing countermeasures accordingly. Proven excellent verbal and written communication skills; evidence of development writing.
  • Language Requirements. Fluency in English is required.  Knowledge of another official UN language, in particular Arabic, is considered as an asset.
