General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

First-level university degree in political sciences, social sciences, international relations, public policy, law, international human rights law or other human rights related fields

 

Experience:

Minimum 6 years of relevant professional experience

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

 

  • Post university training on specific aspects of gender issues;
  • At least six years of professional experience in the area of gender equality and gender mainstreaming, including knowledge of methodologies and tools for promoting gender equality;
  • International work experience with gender equality issues in the OSCE region;
  • Proven experience in developing and conducting gender mainstreaming capacity building for staff and external partners;
  • Understanding of participatory development processes and appreciative inquiry;
  • Ability to facilitate complex learning exercise with aspects of research and knowledge management, networking skills and advocacy experience;
  • Flexibility and ability to work under pressure and within limited timeframes;
  • Professional fluency in the English language;
  • Excellent drafting skills;
  • Demonstrable communication and problem-solving skills, as well as initiative taking and proactivity;
  • Ability to operate windows applications, including word processing, PowerPoint and email;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

 

Desirable:

  • Previous working experience in South Eastern Europe;
  • Cultural sensitivity and judgment.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Head of Human Dimension Department (H/HDD) and overall guidance of the Head of Mission (HoM), the Senior Gender Officer* will be responsible for:

 

1. Pro-actively initiating and delivering necessary policy advice and guidance to the HoM, H/HDD and other Mission Members in senior and middle management posts on how to best incorporate gender in the Mission’s activities and policies to ensure compliance with the OSCE’s 2004 Gender Action Plan and other OSCE gender commitments;

 

2. Based on in-depth and regular situation analysis, co-ordinating the development of a Mission-specific Gender Action Plan, monitoring its implementation and reporting on the status of its implementation;

 

3. Acting as the Mission’s Gender Focal Point, co-ordinating the work of the Mission’s Gender Working Group and maintaining contact with other OSCE executive structures, including the Secretariat’s Gender Section as appropriate;

 

4. Pro-actively proposing gender priority activities to H/HDD, developing and supervising the implementation of gender equality projects in the area of the Human Dimension, focusing, among others, on gender equality policy and legislation, gender equality in political and public life and gender-based violence and discrimination;

 

5. Conducting research and preparing thematic and ad-hoc reports, other materials and updates on the implementation of the OSCE’s Human Dimension gender commitments;

 

6. Supporting the development of professional competencies on gender issues and delivering gender training sessions to Mission Members;

 

7. Contributing to the development of strategic documents, by advising Mission members, reviewing PBPB documents and project proposals and participating in Mission’s co-ordination and strategic planning meeting;

 

8. Acting as point of contact for national and local level authorities, civil society and international partners on Human Dimension gender issues;

 

9. Supervising one national staff as part of the programmatic activities implementation;

 

10. Performing any other duties as required.
