Description of task

Under the overall supervision of the FAO Regional Programme Leader for Europe and Central Asia/Budget Holder, the direct supervision of the Programme Coordinator in Ukraine and in close liaison with the Global Food Security and Livelihood Cluster and any relevant national and international organizations operating in the country, the Information Management Officer for Food Security & Livelihood Cluster/Sector will undertake the following activities:

  1. Contribute to the overall data collection, data analysis, and information sharing within the FSL cluster members keeping the information flow (evidence based) and strategic decisions on:

1. needs of affected populations;

2. prioritization of targeted areas according to Food Security and Livelihoods indicators;

3. Food Security and Livelihoods needs assessments and gap analysis.

  1. Specific responsibilities:
  • Respond to the Cluster Membership’s needs for information;
  • Provide IM services to cluster for key decision making. These services will include data collection, collation, analysis, dissemination processes relevant to the needs of the cluster. This may require building additional and appropriate capacity through the training of additional staff and local authorities and managing, organizing, and conducting these activities;
  • Proactively gather of information from other clusters/organizations/military which may be of use to the Food Security and Livelihoods Cluster for informing decisions, including movement of population, potential camp locations, road networks;
  • Identify secondary data and information resources prior to deployment for rapid onset emergency response;
  • As appropriate, assist in the design of Food Security and Livelihoods data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple, clear, collectable and easily collectable, highlighting where potential problems might arise; organize and manage the data input and initial analysis and presentation of data for the cluster;
  • Create and maintain contact directories of Food Security and Livelihoods humanitarian partners;
  • Manage the Who does What Where When (4W) database and derivative products, such as gaps analysis and response maps, needs and gap identification for the cluster; and facilitating and agreeing on boundaries / benchmarks to enable prioritization within the cluster;
  • Ensure the archiving and analysis of Cluster data sets, including population data disaggregated by age and sex;
  • Using the FSLC database and analysis tool, prepare the regular monthly and as required ad hoc reports for advocacy material;
  • Upload relevant material and maintain de FSLC website Ukraine page;
  • Development of simple, user-friendly Food Security and Livelihoods reporting formats in consultation with the local authorities, providers of Food Security and Livelihoods assistance and other key stakeholders;
  • Data on the humanitarian requirements and contributions (financial, material, human – as appropriate);
  • Liaise with OCHA and IM Focal Points in other clusters – share information as appropriate and identify and gather information from other clusters which can inform Food Security and Livelihoods response and preparedness decisions;
  • Any other tasks that may be required (within reason) to achieve the objective of this assignment
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Degree-level qualification or equivalent. Preferably, the degree should be in a relevant field or discipline such as Food Security, Agriculture, geographic sciences, humanitarian affairs, political science, Information Technology, Information Systems, Engineering, or Communications although experience can replace qualifications.

Required experience: 36 Months Experience remark:

Minimum of 3 years of experience – experience in humanitarian field in emergency context is preferred

Language skills:
  • English(Mandatory), Level - Working Knowledge
  • Russian(Mandatory), Level - Working Knowledge
Area of expertise: Other information and telecommunications technology experience Area of expertise details:
  • Willingness and ability to work in difficult environments, in often stressful time- critical situations.
  • Ability to work in English (in addition Russian) is required. Knowledge of Ukrainian is optional and considered an asset.
  • Cultural and Gender awareness and sensitivity.
  • Strong knowledge of and experience in using advanced Excel and data analysis software, including proficiency with databases. Knowledge of SPSS would be beneficial.
  • Knowledge of ArcGIS/QGIS or other mapping software, understanding of GIS/Cartographic outputs and ability to collect and organize data to produce quality maps.
  • Ability to present information in understandable tables, charts and graphs.
  • Ability to maintain and manage website content for the cluster.
  • Data storage and file management expertise.
  • Assessment, Survey, and Monitoring and Evaluation expertise.
  • Communications and technical writing using both graphic and narrative presentations.
  • Information Technology and networking skills
