Job Description

CONTEXTUAL BACKGROUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan.IRC’s current programs in Jordan focus on urban interventions in the north that address gender-based violence specifically violence against women and girls for Syrian refugees and host community members as well as reproductive health care to Syrian refugees through two clinics based in Ramtha and Mafraq, and having mobile outreach health teams in both Mafraq & Irbid, and Economic Recovery & Development program. In 2013 IRC also started with Early Childhood Development programming addressing the needs of unaccompanied & separated children (UASC) and alternative care arrangements in Zatri and Azraq camps.

In Mafraq, Irbid, Ramtha and Azraq Refugee Camp, the IRC is implementing a program to support caregivers of young children through a play-based home visiting intervention. High-quality ECD programs provide the foundation for children’s future academic success, health, prosperity and wellbeing. A large body of scientific evidence emphasizes the need for increased investment in early childhood, particularly for children experiencing conflict, crisis and displacement; these children are extremely vulnerable to the long-lasting effects that prolonged stress has on the developing brain. This program will contribute vital research to the evidence-base for the implementation of ECD in emergency responses.

Job Overview/Summary:

Under the leadership and direction of IRC’s Human Resources Department, and HR Directors in Syria and Jordan country programs, the Learning and Development Manager works collaboratively with Global IRC Office, and country program HR Directors to develop and support wide organizational strategies that will increase the quality and impact of IRCs different programs through the development of L&D initiatives. The L&D Manager will oversee the integrated delivery of a core set of services and solutions to the organization in the following areas: talent management, people and leadership Development, learning strategies, innovation and capacity development, succession planning, knowledge management and learning platforms.

 

Major Responsibilities:

Technical:

·Liaise and work with the HR function to support the planning, implementation, monitoring and evaluation of the strategic plan objectives related to people development including, but not limited to, organizational core competencies, leadership development and succession planning, for both country programs Jordan and Syria;

·Design a variety of learning solutions to stakeholders in line with best practices and within organization’s training budget;

·Developing ways of utilizing self-directed learning;

·Identify and develop internal resources through a train-the-trainer program and development program;

·Design E-learning courses, career plans, workshops and more;

·Maintaining budgets and relationships with vendors and consultants;

·Evaluate individual and organizational development needs for both country programs Jordan and Syria;

·Design and deliver e-learning courses, workshops and other trainings;

·Assess the success of development plans and help employees make the most of learning opportunities. Including but not limited to, Navigator and Compass trainings;

·Help managers develop their team members through career pathing;

·Develop and implement strategies and frameworks for organizational learning that enable IRC staff to acquire the knowledge, skills and abilities required to carry out their work effectively;

·Exploit internal expertise to build and spread IRC knowledge across the whole organization;

·Support IRCs HR Directors to build L&D plans for Syria and Jordan country programs;

·Develop, with subject matter experts, a roster of external resources to support learning and development initiatives;

·Periodically review existing knowledge transfer platforms, offered by IRC for effectiveness and efficiency and suggest improvements.

 

Administrative:

·Hire and oversee training and L&D Specialists;

·Track budgets and negotiate offers;

·Oversee the L&D budgets for Jordan and Syria country programs;

·Actively represent the Jordan and Syria country programs for L&D initiatives in global networks and working groups within and outside of IRC;

·Represent IRC in global organizational initiatives on knowledge sharing, knowledge management and learning initiatives and events;

People’s Management:

Key Working Relationships:

This position will work with external vendors and with IRC teams in Syria and Jordan country programs.

Position Reports to:HR Directors in Syria and Jordan Country programs

Position directly supervises:L&D team within the HR department

 


Qualifications

Education:

  • Degree in Human Resources, Business or a related field;
  • Train-the-trainer certification;
  • Learning and Development certification is a plus.

Work Experience:

  • 10+ Years of experience within the HR field;
  • 5+ years of experience designing and delivering training in the soft skills area;

Demonstrated Skills and Competencies:

·Demonstrate IRC Success Model receptiveness, resourcefulness, resilience & result oriented

·Ability to adapt positively to a changing environment and shifting priorities;

·Strong communication skills (verbal and written). Ability to deal effectively with different levels of the organization;

·Exposure to training a wide range of audience from various nationalities and backgrounds.

Language Skills: Fluent in English and Arabic
