Job Description

Reporting to the Health Consortium Coordinator and in close collaboration with the Field Coordinator, the Health Manager will continue current and planned Epidemic Preparedness and Response activities. The Health Manager is expected to spend time in all field locations, directly training and mentoring field teams. In addition, the Health Manager will be responsible for maintaining regular contact with all partners including the Ministry of Health, UN agencies and other NGOs that are involved in comprehensive primary health care, Epidemic preparedness and response work within the South West.

Duties and Responsibilities

Direct support to IRC Epidemic Preparedness and Response programs

  • Provide oversight and technical guidance to the IPC teams and community outreach teams (health, protection) to implement Epidemic preparedness and response strategy and planned actions, centered on principles of accountability, meaningful access, participation and empowerment, and safety and dignity of affected communities.
  • Serve as a bridge between the IPC/WASH and PRoL teams to ensure that Epidemic Preparedness and response interventions and EVD awareness raising messages are inclusive, harmonized and technically sound.
  • Identify and execute new approaches to strengthen Epidemic Preparedness, increase awareness and understanding of the IRC’s work, and open communication between the community and the IRC. These new approaches should include opportunities to incorporate the community into planning, designing, and maybe executing activities, and should proportionately seek to address community-identified priorities.
  • Maintain up-to-date awareness of community perceptions of and feedback on Ebola preparedness and response efforts, particularly those led by the IRC. This may involve secondary document reviews, carrying out community meetings, etc and working hand in hand with Community engagement Manager.
  • Manage the health-related component of the project budgets including responsibility for ensuring expenses are appropriate and incurred according to schedule.
  • Prepare monthly cash forecast estimates for health activities implementation, monitor spending plan.

Other Responsibilities

  • Coordinate the organization and delivery of quality RH, and or IPC services at IRC supported. Health facilities, health posts and outreaches.
  • Ensure project compliance with Ministry of Health Guidelines and protocols during delivery of health services
  • Provide technical supervision and guidance of IRC’s RH, pharmaceuticals and IPC program in South West
  • Monitor the standard of healthcare in the health posts including safe motherhood, adolescent sexual reproductive health, nutrition, and prevention care and treatment services.
  • Provide regular feedback to staffs on appropriateness of diagnosis and management.
  • Oversee the management of drugs and medical supplies including selection, procurement, and distribution and ensure continuous availability appropriate medicines and supplies.
  • Identify gaps or deficiencies in RH, IPC activities and develop interventions to address these gaps in consultation with the Field Coordinator and Health Coordinator.
  • Identify and mentor key staffs on coordination of RH, IPC activities at the IRC supported health facilities, health posts and outreaches in the settlement.
  • Ensure consistent and timely collection, utilization and reporting of RH, IPC and drug Consumption reports.

Ebola Response coordination and sub-commission participation

  • Attend and actively participate in Epidemic Preparedness and Response meetings.
  • Contribute to response-wide epidemic preparedness and comprehensive primary health care initiatives, strategy, and other global documents or work.

Coordinate community engagement activities with other humanitarian actors

  • Maintain relationships with other humanitarian actors carrying out Epidemic Preparedness work or relevant scientific and social science research on community structures, engagement, communication, etc.
  • Share relevant Epidemic Preparedness information, successful approaches, and materials with other actors
  • Seek opportunities to work with other Epidemic preparedness and Response actors, such as participating in their community meetings or adopting best practices, to promote awareness of the IRC’s work in the region.

Others

  • Assist in business development by providing technical input for proposals.
  • Update and develop program protocols based on the best available guidance and evidence.
  • Lead on the hiring, training and mentoring of staff.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their duties.
  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.

Qualifications

  • The ideal candidate will have a community engagement background preferably with public health training or experience of working in health programmes.
  • Medical Doctor (postgraduate qualification in public health or similar will be an added advantage)
  • Previous experience working in Epidemic Preparedness and Response with demonstrated experience in Ebola and cholera preparedness and response,
  • Previous experience supervising and managing staff during an emergency contexts.
  • Experience developing technical guidance and SOPs supporting implementation
  • Good knowledge of M&E approaches and integration of this in development and implementation of activities
  • Experience in coordinating, implementing and managing comprehensive primary health care, epidemic preparedness and response activities in emergency contexts.
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;
  • Ability to deliver work in stressful andsometimes insecure environment;
  • Excellent initiator, able to manage multiple tasks.
  • Able to work under pressure and good at timely decision making.
  • Excellent professional approach and strong team building skills.
  • Strong coordination and representation skills and well versed in convincing and clarification of views and points.
  • Proven fluency in English.
