The International Centre for Genetic Engineering and Biotechnology (ICGEB), established in 1983, is an international, intergovernmental organisation conceived as a Centre of excellence for research, training and technology transfer to industry in the field of biotechnology to promote sustainable global development. The Centre conducts innovative research in life sciences and strengthens the research capability of its over 60 Member States through training, funding programs and advisory services.

|
Under the direct supervision of the Chief, Legal & Administration, within the delegated authority, the incumbent will be responsible for leading and coordinating human resource services relating to staffing, capacity development, personnel administration, social security, performance and personnel management across the ICGEB Components. Specifically, he or she will be responsible for:
- Coordinating, managing and overseeing recruitment activities across ICGEB Components ensuring they are in line with organizational policies and procedures and building staff competencies in recruitment expertise;
- Providing guidance and support to Managers on job evaluations, post classifications through developing a standardised approach to an institutional job competency framework, generic job profiles, job descriptions, and vacancy announcements;
- Developing and implementing a performance management system that is aligned with the Organisation’s overall objective of highest standards in scientific excellence and contribution to the ICGEB Constituency;
- Developing institutional orientation programmes for onboarding staff; exit interviews for separating staff and pre-retirement pension seminars for retiring staff;
- Developing and implementing a training and learning strategy for ICGEB informed by a training needs analysis and skills audit, preparing training proposals for management consideration and evaluating return on investment of training programmes;
- Supervising and monitoring the work of the HR staff and consultants in carrying out all human resources day-to-day activities, including preparation of personnel action, computation of staff payrolls, maintenance of staffing records, etc.;
- Identifying, analyzing and implementing career support needs and plans to ensure they are consistent and feasible with overall organisational goals. Providing career counseling to Staff and guidance on job classification;
- Developing human resource programmes geared at improving overall organisational climate and employee wellbeing leading to high staff morale and improved individual performance; keeping abreast of best practices of professional networks, industry, research and international organisations human resource benchmark;
- Overseeing the administration of staff benefits and entitlements in accordance with ICGEB Staff Rules and Regulations; preparation, revision and implementation of amendments to the Staff Rules and Regulations, updating or development of new policy documents, maintenance of statistics and preparation of reports and other documents pertaining to Human Resources;
- Coordinating the smooth administration of social security and health insurance across the ICGEB Components; supervising the Social Security Consultant responsible for Health Insurance, Life Insurance, UN Pension Fund (UNJSPF), insurance-related death or injuries attributable to the performance of duties;
- Managing the ICGEB Head Office Reception;
- Ensuring highest levels of ethics, integrity and a client-focused approach is embraced in the organisation, ensuring timely and appropriate redress of matters related to code of conduct, gender and diversity, conflict resolution and conflict management;
- Spearheading knowledge sharing initiatives of Human Resources services through the use of cost-effective technology innovative approaches, development and documentation of standard operating procedures and practices to promote continuous improvement of human resource business processes and their understanding by users;
- Compiling and analyzing Human Resource related data, policy paper, briefing notes and information to support decision making for example in succession planning, career development programmes and human capital optimisation across ICGEB Components;
- Other assignments and special projects as required.
QUALIFICATIONS: Advanced University Degree in Human Resource Management, Business Administration, Psychology or a related field. At least five years’ experience in a human resource leadership role in the public, private or international organisation. Solid understanding of benefits and entitlements of the UN Common System of benefit administration is considered an Asset.
COMPETENCIES: Excellent knowledge of human resources management and administration. Previous experience in separation and performance management would be an asset; ability to lead and supervise staff and teams; demonstrated analytical and problem solving skills; ability to interpret rules and administrative guidelines to solve routine and non-routine issues in the field of Human Resources; excellent communication skills with ability to draft clearly and concisely; strong results-oriented approach; demonstrated ability to work in a team and to establish and maintain effect;
