Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Introduction: general information about the context in which the official will work / background on the project:

During the last 10 years, Myanmar has undergone rapid economic transformation and re-engagement in the international community. However, labour governance, including social dialogue, labour law reform and its implementation requires ongoing support to strengthen the application and implementation of international labour standards.

The Myanmar Labour Market Governance Programme focuses on strengthening labour governance in key areas delivered with funding from the European Union as part an Initiative to Improve Fundamental Labour Rights and Practices in Myanmar. The Initiative was formally launched by Myanmar, the United States, Japan, Denmark and the International Labour Organization in November 2014. The European Union joined in May 2015. This Initiative seeks to support the promotion of fundamental labour rights and responsible business practices. Specifically, the Initiative aims to: (1) develop a multi-year labour law reform plan to build on the law reform progress in progress in Myanmar, (2) support institutional capacity building in line with identified priorities, and (3) provide a forum for domestic and international stakeholder engagement and input.

During 2020, with donor support from the European Union, this programme will focus on (i) providing technical support for reviewing and revising Myanmar’s labour laws; (ii) supporting institutions responsible for implementing and enforcing the new laws; (iii) delivering training to improve constituents understanding, and implementation of, international labour standards; and (iv) supporting tripartite social dialogue.

Reporting lines:

The National Project Coordinator will be based at the ILO office in Nay Pyi Taw and work under the supervision of the Chief Technical Advisor for the Myanmar Labour Market Governance Programme.

Description of Duties

1.Monitor the progress of the programme’s activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other information provided by project partners for clarity, consistency and completeness.

2. Support the Chief Technical Advisor to report under Myanmar’s Decent Work Country Programme and to the donor on the status of project outputs and activities.

3. Establish and maintain close links with the national authorities, including government ministries, employers’ and workers’ organizations, UN agencies and non-governmental organizations, active in the area of labour law reform.

4. Participate in, and represent the ILO Liaison Office in conferences, seminars, workshops, training sessions and meetings as required by the project manager.

5. Brief ILO staff and visiting officials, consultants and project partners on project outputs and contribute to reporting from the Liaison Office as a whole.

6. Provide interpretation support to the Chief Technical Advisor at official meetings.

7. Prepare and translate technical reports, official correspondence, statements and speeches and other public information materials.

8. Oversee the visibility of programme activities according to donor requirements including preparing project briefings and maintaining up-to-date project information on the ILO website.

9. Supervise the work of the project’s external collaborators, including conducting quality assurance activities.

10. Support the Programme Manager to hold a National Stakeholder Forum on Labour Law Reform – including consulting on the programme design with Initiative Partners and other stakeholders, overseeing speaking arrangements and developing documentation to support the event.

11. Perform other duties as may be assigned by the project manager and the ILO Liaison Officer from time to time.

Required qualifications
Education

First level university degree, preferably in a relevant field. Knowledge of development assistance project management and/or industrial relations would be an advantage.

Experience

At least two years of professional experience at the national level in implementing development assistance technical assistance projects or a related area in Myanmar. ILO or UN experience in the relevant field would be an advantage.

Languages

Excellent command of oral and written English and Myanmar languages. Ability to type in Myanmar language is an advantage.

Competencies
  • Proven capacity and experience in working with multi stakeholders including government structures, civil society organizations and trade Unions.
  • Knowledge of, and ability to perform a variety of conceptual analyses required for project administration, planning, budgeting and evaluation techniques and practices.
  • Ability to justify requirements and approaches to problem resolution, ability to negotiate.
  • Proven reporting, writing and presentation skills.
  • Excellent inter-personnel and leadership skills;
  • Good computer application skills, including a command of the Microsoft suite of programs.
  • Ability to work on own initiative as well as a member of a team.
  • Ability to deal with people with tact and diplomacy.
