These days we advocate for laws and policies that better deliver on children’s rights while making sure that the human and financial resources needed to carry them out are available. How can you make a difference?

The position will be under direct supervision of Deputy Representative and be part of Programme Coordination team with the main role in providing support on budget planning, monitoring and reporting for Programme funds also with matrix of reporting to the Chief of PSFR on the budget related aspects including financial analysis and reporting for PSFR planning and activities.

 

There are two main components :

1) Under the direct supervisor of the Deputy Representative, carries out a variety of specialized tasks in support of the preparation, monitoring and control  of budgets, support to HACT management and monitoring,  management  of donor grants, data analysis and capacity building, quality assurance PCA budget reviews and risk management identification.

2) Under the supervision of Chief PSFR, providing support and financial analysis on income and expenditure PSFR budgets, quarterly reporting and forecasting ; annual RER report, RR and regional thematic remittances to NYHQ and RO, and effective use of both investment funds and PSFR cost charging, all of which need careful management and oversight. This role is responsible for ensuring that the whole PFP conducts its business according to UNICEF policies and best practice financial management, whilst also setting and following (or adapting) annual plans and budgets.

 

For Programme

1. Policy procedures and strategies

Monitor the use of resources and implementation performance in relation to approved intermediate results, donor agreements, direct cash transfers and project cooperation. Detect and identify funding gaps and contractual obligations. In collaboration with the reports officer provide advice to the chief of Section on fund utilization and make recommendations.

2. Budget management

Manage and maintain oversight of budgets including careful analysis of expenditures. Ensure grants utilized and are in compliance with donor agreements and conditions. Analyse/monitor  efficiency and cost effectiveness of programme  costs versus output delivery.

3. Quality Assurance

Contribute to internal and external audits by preparing documentation and providing programme budget reports and information as required. Contribute to quality assurance plans and visits as well as to the audit action plan implementation by conducting the recommended corrective and preventive related to programme budget management.

4. Partnership. coordination and collaboration

As required, under direction of the supervisor, collaborates with other agencies, local authorities and implementing partners on financial and administrative matters including information exchange and harmonization.

For PSFR

1. Conducts business planning functions for the PSFR section to enable better management and decision making.

  • Takes lead for oversight of budgeting and planning cycles, following global timescales and setting local timetables to ensure on-time completion.
  • Responsible for coordinating  the development of annual budgets and rolling latest estimate figures (income and cost) plus the five year strategic private sector plan (PSP).
  • Ensures timely completion of quarterly financial reporting (via the QFS report) to regional and head offices.
  • Ensures timely completion of end of year income and expenditure reporting (RER) to regional and head offices.
  • Reviews PSFR aspects of the TCO reporting dashboard on a monthly basis, ensuring that all actions are taken in a timely manner and that there are no red flags in the system.
  • Submits relevant information to tax authorities relating to donations, in fulfilment of requirements under the ongoing agreement with the RTG for UNICEF donors to receive tax deductibility.

2. Provides business analysis to the Chief of PSFR enable entrepreneurial decision making across all aspects of the PSFR portfolio.

  • Review financial performance of each business area within the PSFR team to establish profit/loss and return on investment reports highlighting areas for improvement and driving future investment decisions.
  • Review new business proposals and advise on financial aspects of partnership agreements, ensuring optimised outcomes for UNICEF.

3. Acts as focal point on financial processes with global and regional PSFR oversight functions

  • Submits investment fund (FDP) requests and reports in agreement with Chief.
  • Organise mid-year and year-end reviews with Regional Office.
  • Submission of relevant information as may be required by auditors.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Financial Accounting, Business Administration, Financial Management, or another relevant technical field.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of one year of direct professional experience in financial management and budget planning is required, with progressively increasing responsibilities, including direct responsibility for analyzing, forecasting, setting and monitoring performance in meeting income targets.
  • Experience in, and knowledge of, the country context is an asset.
  • Experience in an international organization and/or large corporation is preferred.
  • Advanced knowledge of Microsoft Office, especially Excel required.
  • Experience in database packages, web based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
