Statistics & Monitoring Specialist (WASH), P-4, DAPM, NYHQ, NY, USA, #111305

Under the supervision of the Senior Statistics and Monitoring Specialist (WASH), the Statistics and Monitoring Specialist (WASH) is responsible for the management of UNICEF’s global databases on WASH in households, schools and health care facilities. S/he also leads the ongoing development of statistical models for estimating national, regional and global progress on WASH. S/he is responsible for in-depth analysis of large data sets and developing innovative ways to present and visualize WASH data in international publications. S/he works closely with colleagues in country and regional offices and with other teams within UNICEF headquarters and represents UNICEF in external meetings with WASH sector stakeholders.

Data & Analytics (D&A) is located within the newly formed Division of Analysis, Planning and Monitoring at UNICEF's New York headquarters. D&A is the hub of UNICEF's technical guidance, quality assurance and technical data architecture for programme work on data across the organization. D&A provides leadership, strategic and normative guidance and technical support to UNICEF's work on generating evidence on the situation of children by supporting the collection, analysis, understanding and use of robust data and statistics, programme data, data science, big data analytics and data literacy.

How can you make a difference?

As the Statistics and Monitoring Specialist (WASH), your main functions will include:

Data collection and analysis

• Support UNICEF global, regional and country level data collection and analysis mainly at the outcome/impact levels of relevant indicators, and provide technical guidance as needed.
• Carry out in-depth analysis and interpretation of data related to WASH, including contributions to UNICEF flagship publications and other major reports and the preparation of technical papers including peer reviewed journal articles.
• Provide technical advice on data availability and data quality, including responding to ad hoc requests to senior management, Programme Division, Regional Offices, Country Offices, partner organizations and others
• Support the visualization and dissemination of data, estimates and other products to maximize the use for advocacy, programming and planning purposes.

Methodological development

• Provide technical inputs to the methodological development of indicators and standards for measurement and monitoring of WASH.
• Lead the ongoing development and refinement of statistical methods for estimating national, regional and global progress on WASH in households, schools and health care facilities.
• Contribute to the on-going improvement in data availability and quality. In collaboration with external partners, modify existing measurement tools and develop new tools where appropriate. Test tools in field situations, develop guidelines for their use and provide support for implementation at country level.

Capacity development and country support

• Contribute towards building the capacity of regional and country offices and national stakeholders to monitor WASH. The incumbent will support the development of training materials and help to deliver training workshops by delivering presentations and providing technical support and advice.
• Contribute to developing capacity within the organization for evidence-based policy, planning, programming and advocacy by supporting the development of new ways to visualize and disseminate WASH data.

Strategic partnerships and external representation

• Build and maintain partnerships with other UN agencies or organizations/institutions working in relevant areas.
• Lead or participate in interagency monitoring groups and partnerships with regard to WASH monitoring and statistics.
• Contribute to regular sharing of data and related products with partners at the global, regional, and country levels.
• Represent UNICEF at international meetings and other areas of work as required.
• Support fundraising activities and reporting to donors.

To qualify as an advocate for every child you will have¦

• Advanced university degree (Masters or PhD) in statistics, public health or another relevant subject with strong quantitative training and experience.
• At least 8 years of professional experience at national and international levels in data analysis, data collection, measurement, methodological development and other areas of applied statistics, data interpretation and use, relevant to WASH statistics.
• Experience in the analysis of household survey data, data obtained from population censuses, from administrative records and other sources.
• Experience writing technical reports and/or peer reviewed journal articles.
• Experience delivering presentations and training on data collection to technical and non-technical audiences.
• Strong computer skills including Microsoft Office (Word, Excel, PowerPoint), statistical analysis software (SPSS, Stata, R).
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
