The consultant will be the driving force in ensuring that the eight partnership countries under the Dutch Prospect will include a strong U-Report On The Move component aligned with the vision of the Dutch Prospect. This will include being intimately familiar with the content of the Dutch Prospect as well as U-Report in order to support the development of country by country proposals. The consultant will be the liaison between the U-Report teams at country level, the Global U-Report team, and the Dutch Prospect team at HQ. The consultant is expected to travel to the partnership countries as necessary in both ESAR and MENA, and to conduct at least one workshop to with the partnership countries. The consultancy is based remotely for 6 months with a start date as soon as possible.

U-Report On the Move provides an opportunity for young refugee, migrant and internally displaced people to be heard. It is a tool designed to empower populations, focused on young people. It ensures that those who have registered on U-Report, known as U-Reporters, have access to information, can speak out on issues that affect them and their communities, encourage citizen-led development and create positive behavior change.

UNICEF is deploying U-Report as a feedback mechanism and youth engagement platform specifically aiming at creating employment opportunity for migrants and refugees either directly or indirectly by addressing gaps in training and education for these groups.

How can you make a difference?

The consultant will support the country and regional offices with their development of U-Report to support programmes for refugees, migrants and internally displaced persons. Opportunities to scale U-Report On The Move in both new and existing contexts, including countries involved in the Dutch Partnership, will be identified and support given to scope new projects. The consultant will also lead coordinated actions across all platforms, working with Programme Division, ICT and Office of Innovations (OoI) to identify key common data points that U-Report OTM can deliver, and manage the development and delivery of a data dashboard pulling together key information. The person will ensure there are appropriate guidelines on the delivery of projects that may fall outside the remit of a standard U-Report, including interagency SOPs, data protection impact assessments, information and communication needs assessments, and template polls, bots and campaigns in RapidPro.  

The consultant will support countries who are part of the Dutch Prospect on migration in the specific development of U-Report On The Move activities in coordination with colleagues in Programme Division.  
 

Your main responsibilities will be: 

  • Be intimately familiar with the mission and vision of the Dutch Prospect to advice Country Offices on the content in regards to the deployment of U-Report. 

  • Act as a U-Report focal point to the HQ team working on the Dutch Prospect 

  • Facilitate a workshop with focal points from the 8 partnership countries; Iraq, Jordan, Lebanon, Egypt, Ethiopia, Sudan, Kenya, and Uganda  

  • Support Prospect country offices in refining the U-Report component in the proposals. 

  • Develop template polls, live chat Q&A, bots and campaigns for refugee and migrant groups 

  • Support countries in adapting the U-Report M&E framework  

  • Document OTM implementation process, liaise with CO’s to produce atleast two case studies/stories every month. Test Key Principles for OTM document in new contexts and update as appropriate.  

  • Promote U-Report On The Move to internal and external partners to ensure relevant parties involved.  

  • Scope globally for potential expansion of the U-Report On The Move platform. 

  • Be the link and focal point between other U-Report On The Move initiatives; OTM Italy and OTM for Venezuela, and any potential expansion 

  • Work with DAPM to produce knowledge material based on the data collected by U-Report OTM 

To qualify as an advocate for every child you will have…

  • At least five years of experience in supporting and coordinating project activities across a large organization and with other international partner organizations and with government 

  • Progressively responsible professional work experience in communication, education, and technology fields, some of which should be in an international setting 

  • A Master’s degree (or equivalent experience) in International Development, Business Administration, Communications or another related field. *A first University Degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of an Advanced University Degree. 

  • Demonstrated knowledge of programme areas pertinent for refugee, migrant, asylum seeker and internally displaced groups  

  • A strong understanding of UNICEF programmes, policy, and principles, including knowledge of communication, technology, user-centered design, youth participation and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a way that enhances UNICEF’s image 

  • Strong experience using RapidPro 

  • Knowledge of current trends in youth participation and new media, as well as a good understanding of development issues, world affairs and current events 

  • Proven ability to manage relationships with UNICEF partners, Government, including youth coalitions, universities, intellectual leaders, UN organizations, NGOs and the private sector 

  • Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate this to new media and young people 

  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills 

  • Proven capacity to work with and lead collaborative teams across different locations and with different technical skills 

  • Experience managing projects with strong technology components 

  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences 

  • Experience working in complex, resource poor contexts is an advantage 

  • Very good interpersonal skills, skilled at persuading, influencing, relating and networking 

  • Creative, innovative thinker who can also translate ideas into practical applications 

  • Language: Fluency in English is required (written and spoken)

  • Monthly payment, based on monthly tasks and progress reports, approved upon monthly review with supervisor.
  • Consultant is responsible for his/her own health and travel insurance
