Under the guidance and supervision of the Chief Field Operations, the Emergency Specialist works in close collaboration with the programme sections in a range of emergency preparedness and response functions and supports the work of the four Field Offices. He/she ensures the country office’s (CO) compliance with UNICEF’s Emergency Preparedness Procedure (EPP). He/she provides support for the planning, coordination, implementation and monitoring of the emergency interventions to ensure the survival and well-being of children, women and communities affected by an emergency, in accordance with UNICEF’s Core Commitments for Children (CCCs). He/she also provides support to the Chief Field Operations in the management of field operations, within the framework of the CO’s Management and accountability framework for the field offices.

The humanitarian crisis in CAR is among the largest humanitarian crises in the world according to the proportion of the population in need of humanitarian assistance. With 600,000 internally displaced people and 606,000 refugees, one in five Central Africans have fled conflict. 350,000 people have also returned this year, often to their devastated villages. An estimated 2.6 million people including 1.2 million children are expected to need humanitarian assistance in 2020, representing 59% of the population.

Working with partners in the country’s most troubled areas, and using pre-positioned supplies, UNICEF ensures child-centered life-saving interventions and risk reduction for crisis-affected, displaced and returning people in the Central African Republic.

How can you make a difference?

He/she ensures the country office’s (CO) compliance with UNICEF’s Emergency Preparedness Procedure (EPP). He/she provides support for the planning, coordination, implementation and monitoring of the emergency interventions to ensure the survival and well-being of children, women and communities affected by an emergency, in accordance with UNICEF’s Core Commitments for Children (CCCs). He/she also provides support to the Chief Field Operations in the management of field operations, within the framework of the CO’s Management and accountability framework for the field offices.

MAIN DUTIES AND RESPONSIBILITIES

1 - Emergency Preparedness

• Ensures CO compliance with UNICEF’s Emergency Preparedness Procedure (EPP) including through periodic review of the risks, scenarios and response plan, and the updating of the online EPP platform;
• Supports the implementation of emergency preparedness measures to strengthen preparedness and response mechanisms in the country;
• Monitors implementation of preparedness actions and compliance of all sectors with the contingency plan defined in accordance with the EPP;
• Ensures regular analysis of the humanitarian situation and maintains contacts with key actors and stakeholders in the humanitarian sector to support this analysis;
• Participates as needed in humanitarian and recovery coordination mechanisms and keeps management informed of new humanitarian developments in the country;
• Supports the preparation of sectoral inputs for the country programme document, annual work plans etc.

2 - Emergency Response

• In the event of an emergency, in close coordination with UNICEF programme sections and field offices as well as interagency mechanisms, leads or participates in needs assessments to determine priorities and an appropriate intervention by UNICEF, with special regard to the survival, protection and wellbeing of children, adolescents and women;
• Supports / leads internal coordination of emergency response in the field as needed;
• Supports / leads internal Emergency Committee meetings as required to ensure effective internal coordination of UNICEF’s responses to new humanitarian emergencies;
• Participates in external coordination meetings as required;
• Coordinates the drafting of emergency sitreps, flash updates, talking points etc.;
• Support as needed the design, coordination, writing, and quality control of humanitarian project proposals (including CERF, Humanitarian Fund);
• In coordination with the programme sections and field offices, supports the preparation of the yearly Humanitarian Action for Children (HAC) appeal;
• Coordinates the preparation of the CAR CO monthly sitreps and ensures quality control and timeliness.

 3 - Field Operations / others

• Supports the implementation of the CO’s Management and accountability framework for the Field Offices, as well as its periodic review and updatingSupport as needed the zonal offices’ interactions with Bangui-based support services and program;
• Supports as needed the field offices’ interactions with Bangui-based support services and programme sections;
• Undertake other tasks and duties as might be required to support the work of the Emergency and field operations section

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related discipline
  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of five (5) years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Specialized training/experience in emergency response management highly desirable
• Familiarity with Central African Republic is an added asset;
• Proficiency in English and French, with fluency in at least one of them, is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
