Introduction
Save the children (SC) is India’s leading independent NGO and child rights organization. As of June 2019, we work in 16 states in India. Since its start in 2008, it has changed lives of more than 11.7 million children and has reached 5.06 million children directly, and 6.6 million children indirectly during emergencies such as natural disaster, humanitarian crisis, and disaster risk reduction. In 2009-10, the Government of India launched the Integrated Child Protection Scheme (ICPS), merging all its existing child protection programmes/schemes into a holistic programme, with both preventive and response elements, in order to protect all children from abuse, neglect, violence and exploitations. The ICPS aims to institutionalize essential services, strengthen the proposed structures, enhance the capacity of the child protection workforce at all levels and create a data and knowledge base. Ultimately, it aims to strengthen the protection of children from violence, abuse, neglect and exploitation at the family and community level and ensure an appropriate inter-sectoral response. Overall, a 'safety net' will reduce the vulnerability and increase the protection of children in the targeted states. Under the ICPS, District Child Protection Units (DCPU) and Village Level Child Protection Committees (VLCPCs) have been set up at districts and village level, respectively, but most critical rung in the ICPS structure is the weakest implementation link. The latter requires greater support at this point to function effectively in protecting children in their families and communities. In most of the cases District Child Protection Units are located far from the villages, and in some cases they can be located almost 200 kilometers away from the villages which increases the response time. The distance often makes the DCPU inaccessible to children and their families and even for the VLCPC.
 
States like, Jharkhand and West Bengal are lagging way behind when it comes to child protection issues and Child Protection Indicators are quite alarming in these two states. These states are also considered as source areas for human trafficking. Moreover, VLCPCs[1] formed in both Jharkhand and West Bengal, are in many cases, struggling to function. As VLCPCs are for a fixed term, often it is observed that newly nominated members are not trained, not aware of their roles and nor are they knowledgeable of the protection services they are meant to resort to for the benefit children.
 
Save the Children is supporting the Government of India and specifically the State governments of West Bengal and Jharkhand in strengthening the implementation of an Integrated Child Protection System through piloting of Child Protection Community ‘Cadre’. The ‘Cadre’ are community-based protection workers, bridging the significant gap between the district and the community level.
 
Save the Children, along with 4 partner organizations and supported by the UBS Optimus foundation, is implementing the project on child protection entitled, ‘Protecting Children through trained Child Protection Community ‘Cadre’’ across two states in India in 4 districts – North 24 Parganas and South 24 Parganas districts of West Bengal and Gumla and West Singbhum districts of Jharkhand. It is envisaged that, by placing community cadres at Panchayat[2] level, the cadre will be able to promote a protective environment for vulnerable children, underpinned by existing protection services. Secondly, the village level child protection committees will be capacitated to address child protection issues and there will be increase in number of vulnerable children receiving protective services through referrals to DCPU and linkages with other government services. Two pioneering elements relate to this initiative;
 
1.The community ‘Cadre’ are based at local level and more easily accessible and available to communities, to VLCPCs and to families
2.A competency based on the job training for the community ‘Cadre’; training that is very specifically tailored to the requirements of their role, based on the job descriptions and competencies for the role which is followed up with mentoring support along with assessment of the ‘Cadre's meeting of the competencies
 
Under this initiative 30 Child Protection ‘Cadre’s in the two Indian States of Jharkhand and West Bengal have undergone a training programme tailor-made for their position and role. The Job Descriptions (JDs) for the ‘Cadre’s have been developed in relation to the JDs[3] of the key functionaries at DCPU and the role of VLCPC in working to prevent and respond to protection issues. The ‘Cadre’ has been supported by trained mentors. These mentors have not only supported ‘Cadre’ but also assessed the performance, according to the competencies identified and agreed for the role.
