Job Description

This position will provide leadership and direction in strengthening an effective, timely, high quality health and nutrition program implementation across Yumbe, Lamwo and Aura. The Deputy Health Coordinator will be responsible for maintaining regular contact with all partners in the field (Ministry of Health, UN Agencies, and NGOs). The Deputy Health Coordinator will also be responsible for effective integration with other IRC programs in the area of implementation. The position is based in Yumbe with regular trips to IRC’s programs across West Nile and Acholi.

Under supervision of the Health Coordinator, the overall responsibilities of the position include improvement of the quality of care provided by the clinics, assuring the standardization of treatment protocols, quality assurance activities; planning and coordination of health services in IRC’s different health facilities in close collaboration with other departments; active participation and coordination in health assessments and project proposals; and to take the lead in building the capacity of staff - support the training, mentoring and supervision of health program staff deployed at different implementation locations.

The Deputy Health Coordinator will supervise the Health Managers based in Yumbe, Arua and Lamwo.

Duties and Responsibilities

Technical Project Management

  • Lead high quality and timely implementation of current health and nutrition programs
  • Hold the budget management responsibility for grants related to nutrition and primary health services' delivery in areas of implementation, ensuring accurate spending.
  • In collaboration with the Health Coordinator and grants staff, set up a budget tracking system and review Budget vs. Actual expenditure for health and nutrition programs on a monthly basis with program staff.
  • Develop procurement and spending plans in coordination with the Health Coordinator, Country Pharmacist, and relevant Health Managers at field locations
  • Write and submit internal and external programmatic and monitoring reports as required to the Health Coordinator
  • Participate in grant review meetings for all relevant health and nutrition grants and ensure that the same process is implemented in the field
  • Provide technical oversight IRC health and nutrition projects in the areas of implementation. Extend technical support and supervision to the IRC’s implementing partners as needed.
  • Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
  • Develop and lead linkages with both IRC internal sectors as well as other actors, where appropriate

Quality Assurance and Project Monitoring

  • Implement and uphold the health and nutrition programs in line with standardized protocols, policies and guidelines, as outlined by the Ministry of Health, SPHERE, and WHO.
  • Ensure quality supervision of diagnostic and treatment services and community level implementation of the nutrition and primary health care program
  • Lead quality assurance reviews and assessments and develop corrective actions to improve overall quality of care
  • Ensure activities monitoring, contractual indicators and the results of projects by ensuring appropriate data collection tools are implemented.
  • Oversee proper collection and analysis of medical data associated with health programs, in coordination with health managers at the field locations.
  • Submit monthly health data reports including critical analysis to be sent to Health Coordinator
  • Review clinic data, identify trends and develop mitigation measures to address programmatic gaps.
  • Closely monitor to ensure sound data collection and information management systems are in place for ongoing primary health care and nutrition performance analysis

Staff Management

  • Lead the health & nutrition teams in IRC areas of operation
  • Provide supportive supervision to the Health Managers; and other health program staff to develop work plans for implementation of approved grants.
  • Support the field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and community.
  • Create staff development plans for all direct reports in collaboration with the human resources department and contribute to the training of health staff (mentoring, on-the-job sessions as well as formal trainings).
  • Review performance of health and nutrition staff in the field and provide supportive approaches to address issues identified.
  • Develop/organize training opportunities to build the capacity of the health and nutrition staff and local partners in order to transfer skills. This includes staff training in program management areas such as reporting, budgeting, monitoring, evaluation, and supervision.

Representation and Advocacy

  • In coordination with the Health Coordinator, Field Coordinators actively maintain effective working relationships with key partners in the IRC field locations.
  • Represent the IRC in any field level health coordination meetings
  • Assist in organizing donor site visits by supporting field staff in the smooth design and implementation of agendas and visit activities.

Qualifications

  • Bachelor’s Degree in the Health Field (Medicine, Nutrition, Dietetics, and Health Services). Master’s Degree in Public Health or a relevant field of study (Human Nutrition, Health Services Management or Epidemiology) highly desired.
  • Health professional with experience leading Health programs in refugee settings
  • At least 4-6 years’ experience coordinating health programs in refugee settings as well as community based service delivery experience.
  • Capacity to adapt health and nutrition programming and organizational structure in a continuously changing context.
  • Experience in situation analysis, health and nutrition assessments and program implementation.
  • Previous experience supervising and managing a large team in a dynamic and challenging setting.
  • Experience in working with and coordinating with the UN donors, internationals and national NGOs and government agencies.
  • Demonstrated experience in capacity building and mentoring and team building. Demonstrated leadership, communication, and facilitation skills.
  • A dynamic and flexible individual with ability to multi task and who can work under pressure

  • Good communication and interpersonal skills.
  • Excellent Microsoft word and Microsoft excel, power-point presentation skills.
  • Willingness to travel to 'insecure areas within the constraints of IRC Uganda's security policy.
