Organizational Setting and Work Relationships

The High Commissioner¿s Strategic Directions 2017-2021 commit UNHCR to deliver decisively, predictably and effectively on protection, assistance and solutions in internal displacement situations. Following the 2016-2017 Operational Review of UNHCR¿s Engagement in Situations of Internal Displacement, several measures were initiated to support this agency-wide commitment, one of which is an updated Policy on UNHCR¿s Engagement in Situations of Internal Displacement, issued in September 2019, compliance with which is mandatory. The High Commissioner appointed a Principal Adviser on Internal Displacement ¿ reporting to the Assistant High Commissioner for Operations, and working closely as well with the Assistant High Commissioner for Protection - to work on the definitive institutionalization and operationalization of the recommendations of the Operational Review and the commitments enshrined in the updated Policy, by mainstreaming them into the responsibilities, accountabilities and work of Divisions, regionalised Bureaux, and Field Operations. The Principal Adviser¿s function will give priority attention to aspects that crystallize the decisiveness, predictability and effectiveness of UNHCR's protection leadership, cluster coordination responsibilities, emergency preparedness, operational delivery, and support to solutions, underpinned by agency-wide, cross-cutting enablers i.e. robust data and information management and analysis, capacity and workforce investment, strengthened partnerships, and intensified communications, advocacy and resource mobilization. The Liaison Officer on Internal Displacement will support the work of, and report to, the Principal Adviser.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Support the implementation of the High Commissioner¿s IDP Initiative, to demonstrate the operationalisation of an agency-wide, stepped-up approach in the eight target operations, including monitoring and tracking of progress; and undertake missions to target operations to support with concrete actualization of the recommendations of the Operational Review and the commitments enshrined in the updated IDP Policy.
- In support of the IDP Initiative, contribute to strengthening of staff capacity to work in situations of internal displacement, through development of appropriate learning tools and convening of practical learning exchanges; and support with institutional adjustments to enable rapid deployment of qualified staff, particularly in emergencies.
- In support of the IDP Initiative, contribute to coherent operationalization of UNHCR¿s Population Data Management Strategy, at Headquarters, Regional Bureaux and Field Operation levels, including through partnerships with key data gathering and analysis actors.
- In support of the IDP Initiative, contribute to strengthened visibilization of UNHCR¿s stepped-up engagement in internal displacement situations through promoting coherence in internal and external reporting, and providing inputs into communications, resource mobilization and advocacy strategies, initiatives and products.
- In support of the IDP Initiative, contribute to the institutionalization of results-based programming, equitable resource allocation, and robust resource mobilization, for UNHCR IDP operations, including through support to implementation of relevant strategies, initiatives and actions.
- Contribute to strengthening of partnerships in support of shared goals and collective outcomes, including through engagement in inter-agency forums, and with NGO, civil society, government and donor stakeholders.
- Support the work of the Principal Adviser with respect to three global Clusters led or co-led by UNHCR - Protection, Shelter and CCCM.
- Undertake other tasks and functions as may be assigned by the Principal Adviser.

Minimum Qualifications
Education & Professional Work Experience

For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience
Essential:
Minimum 4 years of experience in international capacity. Sound knowledge of the complexities of internal displacement, its drivers, and its impacts on vulnerable segments of the affected population. Extensive experience in programme management, resource mobilization and communications, in IDP emergency, response and solutions contexts. Practical understanding of UNHCR¿s operational delivery of protection, assistance and solutions. Significant experience outside of UNHCR, with I/NGOs and civil society partners is essential. Experience with managing diverse stakeholders, including diplomacy and negotiation skills to overcome differences, and ability of remain calm under pressure. Demonstrated ability to organize, manage and analyze large volumes of information in a systematic manner, and present it concisely. Strong communication skills in English, including drafting and oral communications.

Desirable:
UNHCR experience from both the Field (including Hardship Duty stations) and Headquarters, as well as practical experience of engagement with NGOs, other UN agencies, and donors. Knowledge of UNHCR¿s current Pillars of Transformation.

Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
