Senior Inclusion and Diversity Officer

Organizational Setting and Work Relationships

The Senior Inclusion and Diversity Officer reports to the Senior Inclusion and Diversity Adviser and is responsible for providing leadership and expert advice in the development and delivery of workplace strategies, programmes, learning support and tools to accelerate the creation of a more inclusive, diverse and gender equitable global workforce. The role is set within the context of transformational change in the Organisation and has a key role to play in ensuring that principles and practices of inclusion, diversity, and gender equity are embedded in the management of the workforce in a decentralised, regionalised structure.

Core responsibilities of the incumbent include:  providing expert advice, conducting studies and outreach, leading working groups, and developing recommendations and evidence-based findings on inclusion and diversity practices in order to provide support to managers and the overall Organization. The incumbent works collaboratively with the Division of Human Resources and other stakeholders including but not limited to the Ethics Office, the Change Management Team and the Innovation Service.  S/he represents UNHCR in various internal and external inclusion and diversity fora as well as collaborates on internal and external communication concerning the UNHCR workforce.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

- Support the implementation of the policy on Inclusion and Diversity, develop frameworks, strategies, tools, learning programs and activities for fostering inclusion, gender parity, and greater diversity in the workplace.
- Engage and work with the supervisor on UNHCR¿s policy on Inclusion and Diversity and develop and update to the Inclusion, Diversity and Gender Equity strategy ensuring alignment with the Global Strategic Priorities, HR Transformation, Decentralization, and the People Strategy; assist in monitoring implementation of the policy and recommend approaches, response, and ways forward for the service 
- Collaborate and assist the supervisor, to maintain strategic oversight of organizational priorities in the areas of inclusion, diversity, and gender equity and work with management to design appropriate interventions to achieve them throughout the workforce. 
- Develop and contribute to implementation of the Disability Inclusion strategy and workplan, the Gender Parity strategy and UNSWAP reporting.
- Work collaboratively with other change agents across the Organisation to shape and influence the transformational shift to working environments that are respectful, safe (from sexual exploitation and abuse (SEA), sexual harassment (SH) and harassment and bullying), collaborative, innovative, inclusive and accountable; including the Change Management Team, the Office for PSEA and SH, Innovation Service, Ethics Office, and Division of Human Resources (DHR).
- Partner with senior colleagues in DHR to mainstream and embed inclusion and diversity into HR policies and practices to support inclusive leadership of an engaged global workforce. Support the implementation of the People Strategy and HR strategic priorities.  
- Design, develop, deliver, collaborate on, and coordinate learning and development projects to strengthen inclusion, diversity and gender equity in the workplace, with specific focus on equitable hiring, retention and promotion of a diverse workforce.
- Partner with internal and external communications teams to develop, influence and ensure consistent messaging and regular organization-wide communication on Inclusion and Diversity.
- Build and maintain relationships internal and external to the United Nations to identify areas for potential collaboration and to maintain oversight of developments and actions in terms of inclusion and diversity.  Maintain contact and close cooperation with other UN agencies and represent UNHCR in the working groups/task forces within country/regional and UN inter-agency mechanisms. 
- Coordinate, collaborate across DHR services, support and organize workforce outreach on inclusion and diversity to include designing survey tools, interviews, and consultation with staff and support to the global workforce survey. Recommend ways forward based on HR transformation and employee life cycle to foster inclusive practices. Report on and present findings.
- Perform other related duties as required.

Minimum Qualifications
Education & Professional Work Experience
Years of Experience / Degree Level
For P4/NOD - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Field(s) of Education
Human Resources Management,  Human Resources Development; Social Sciences;
Gender Studies; or other relevant field.

Relevant Job Experience
Essential:
- In-depth knowledge of gender, diversity and inclusion best practices, concepts and programs.
- A track record in supporting the development and implementation of gender equality, diversity and inclusion strategies, and stewarding collaborative processes across multiple stakeholders.
- Demonstrated success in leading or supporting cross-functional transformational change management initiatives.
- Experience carrying out similar work in complex international organizations or large global corporations with locations in multiple countries.
- Exceptional interpersonal, written and oral communication skills.

Desirable:
- Proven ability to design and facilitate group dialogue in multicultural, complex, ambiguous situations
- Experience working with the United Nations
- Strong consulting skills, including the ability to influence decision making.
- Experience working in or liaising with Field operations.

Staff after having applied to High Risk Duty Stations will have access to country specific information webinars with Field Safety Section (FSS) and Staff Welfare Section (SWS) colleagues and provided with a tool to test their psychological preparedness for serving in High Risk Duty Stations. Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
