Background

In October 2017, the project concept entitled “Integrated Approach in the Management of Major Biodiversity Corridors in the Philippines” with a budget proposal of USD12M was cleared by GEF CEO. The project aims to establish and operationalize a comprehensive planning and management framework to manage biological corridors in an integrated manner which will generate multiple benefits including effective conservation of globally significant biodiversity, reduced deforestation and degradation and enhanced livelihoods. Specifically, the project is envisioned to address the following barriers:

Barrier 1: Policies, regulation, and approaches that breed disjointed governance, planning, management, and financing of activities within the landscape/corridor;

Barrier 2: Fragmented implementation of key programs that fails to effectively address threats to BD Corridor connectivity and natural resources decline; and

Barrier 3: Weak community level mechanisms to incentivize conservation of biodiversity, promote sustainable natural resource utilization, and monitor compliance.

To detail out the project concept into a full-blown project proposal, the GEF has also granted an amount of USD273,000 as project preparation grant. This PPG aims to prepare and develop the following documents for final submission and approval by the GEF:

  1. UNDP-GEF Project Document (ProDoc) using the 2017 standard template;
  2. Mandatory Annexes to the ProDoc, including Gender Analysis and Action Plan, and Stakeholder Engagement Plan, among others, and Project-specific Annexes (e.g., landscape profile, institutional and legal analysis and feasibility studies, among others);
  3. Global Environment Facility (GEF) CEO Endorsement Request; and
  4. Validation Workshop Report (as appropriate for projects with moderate and high SESP risk rating).

The project preparation grant (PPG) has an allocation for the hiring of project development team including a Technical Officer who will provide assistance to the team on a daily basis. He/she will be part of the Climate Action Team that is overseeing this project preparation in Country Office.

 

Duties and Responsibilities

The Project Associate will provide technical and administrative support to the Climate Action Unit of the UNDP Country Office. 

Administration and implementation of project preparation activities and in setting-up projects once initiated

  • Document the proceedings during stakeholder consultations and workshops;
  • Provide technical and administrative support to the CO Climate Action and project development team of consultants in the PPG activities;
  • Ensure preparation of Annual Work Plan and prepare regular reports for submission to UNDP CO and RBAP;
  • Initiate entry of project information into Atlas and preparation of the required budget and revisions;
  • Coordinate and liaison with counterparts (government offices, non-governmental organizations, donor agencies, private sector, UNDP, UN agencies) towards project formulation and initiation;
  • Maintain internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Ensure the signing of project documents of the UNDP, NEDA and the implementing partners;
  • Prepare TORs of project staff and coordinate with HR for the recruitment process;
  • Design the Inception Workshop and ensure preparation of its conduct.

Technical support to the management of the biodiversity portfolio of CO Climate Action

  • Provide appropriate guidance to the executing implementing partners on UNDP policies and procedures for programmes/projects under National Implementation (NIM), recommending courses of action and providing appropriate inputs to facilitate operational activities and routine implementation of projects, tracking/monitoring use of financial resources;

Support in mobilizing co-financing for GEF projects

  • Analysis and information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts;
  • Establish and maintain liaison with potential donors and programme contributors; and
  • Tracking and reporting on mobilized finances.

Required Skills and Experience

Education:

A University degree in Human Ecology, Economics, Public Administration or Environmental Science; or any related course

Experience:

  • ·At least 3 years’ experience of administrative and technical support in national or international level for programme/project development, implementation, and management (particularly for energy and environment, climate change adaptation and disaster reduction)
  • ·Demonstrated work experience in working with government agencies and funding institutions
  •  Experience in the usage of computers and office software  packages        (MS Word, Excel, etc)

Language Requirement: 

Proficiency in English. Working knowledge of other UN language desirable
