Job Description

Your Mission:

The Health Officer is responsible in the technical assistant and coordination of the IRC Myanmar’s Access to Health program under supervision of Project Manager. He/she will be responsible of implementing (MNCH, EPI, SRHR, Nutrition, Malaria and TB) program actions implemented under access to Health grant. He/she will play a key role in capacity building of Township Health Department implementation of quality services.

Your Job Scope includes but not limited to:

Programme management

  • Responsible in quality program implementation and capacity development of field staff in accordance with ((MNCH, EPI, SRHR, Nutrition, Malaria and TB) Program action plan.
  • Provide technical support to community volunteers and BHSs involved in the project, on implementing Access to Health project activities (MNCH, EPI, SRHR, Nutrition, Malaria and TB).
  • Assist in developing work plan, monitoring and evaluation plan of IRC’s Access to Health project actions in accordance with access to Health strategic action plan.
  • Monitor project activities including drugs and commodity management, Organizing meetings and training, management of Referral payment, budget and timelines, notify Project Manager when issues arise, and take corrective actions, as needed.
  • Support on strengthening of community stakeholder network (establishment ofVillage Health Committees (VHC) and Health Facility Committees (HFC) as well as Mother Support Group, organize trainings and refresher trainings on VHC and HFC for village health promotion, management of emergency referral system and emergency referral fund etc.)
  • Ensure all project activities and spending complies with IRC policies and procedures.

Reporting:

  • Ensure systematic data collection along the project implementation, including specific donor reporting Identify any shortcoming along the project cycle.
  • Provide a monthly update on progress and challenges to relevant Project Manager and M&E staff as needed.
  • Assist Project Manager to prepare donor reports, counterpart ministry reports and internal reports.

Coordination/representation:

  • Represent IRC Access to Health project and its actions to Ministry of Health and Sports representatives at Township, village tract and village level.
  • Represent IRC Access to Health project and its actions to relevant local stakeholders and communities.
  • Remain flexible to perform other duties as required or requested by supervisor.

Qualifications

  • Community Health or Nursing Science, or other relevant health professional degree.

Experiences

  • At least 1-2 years of experience in setting up and implementing nutrition and SBCC programs and demonstrated high level skills in program and project coordination, mentoring and multi-tasking; and an excellent understanding of the local contexts and health system of Myanmar.
  • Experience of working with INGOs/ LNGOs for in community participatory health promotion.
  • Experience and skills in training and mentoring multidisciplinary program team in multiple sites.
  • Experience in local context and community assessments.

Competencies

  • Good computer literacy and have experience of applying Microsoft Office software.
  • Professional demeanor, ability to work under stressful conditions while maintaining perspective and a sense of humor.
  • Patience, diplomacy, flexibility, critical thinking and analytical skills.
  • Have ability to travel extensively to program implementing hard to reach rural areas.

Language

  • Excellent communication skills of Myanmar, good written and verbal English skills.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
