The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme 2016-2019 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. The Country Programme through Sub-Programme 1 supports the enhancement of Pakistan’s relevant law enforcement agencies to effectively identify and combat human trafficking and migrant smuggling operations and improving regional cooperation forums for information sharing, joint training and operational collaboration between regional and international partners with national counterparts along with strengthening the legislative and policy framework on the subject of human trafficking and migrant smuggling.
 
In order to develop the Government of Pakistan’s capacities in the area of human trafficking and migrant smuggling and to react in a strategic manner, UNODC Pakistan requires the services of a Senior Programme Associate - HTMS with at least 7-years’ experience of working with law enforcement agencies with specific focus on human trafficking and migrant smuggling issues as well as Programme planning, monitoring and evaluation. 
 
Assignment Objectives:
 
The objective of the assignment is to assist the Programme officer in operationalizing the development, start-up and implementation of the human trafficking and migrant smuggling-related work under the Country Programme. Specifically, work will be aimed to assist the Programme Officer – HTMS in achieving the following outcomes - (1) Legal, regulatory and enforcement frameworks on human trafficking and migrant smuggling enhanced; (2) Enhanced knowledge and skills within migration-related law enforcement agencies; (3) Migration-related crime information collection, analysis and coordination improved; 4) Awareness amongst general public and civil society regarding organized crime group enhanced.
 

Duties and Responsibilities

The Senior Programme Associate - HTMS, under the guidance of Programme Officer - HTMS will be required to work closely with the Federal Investigative Agency as well as other federal and provincial agencies, to achieve the common goals. 
Responsibilities:
 
Under the overall guidance Programme Advisor and direct supervision of Programme Officer – HTMS, the Senior Programme Associate - HTMS will be responsible for the following tasks:
 
•Support the Programme Officer – HTMS in over all work-plans and support the implementation of human trafficking and migrant smuggling programme/project
•Provide substantive support to the Programme Officer – Human Trafficking and Migrant Smuggling for smooth implementation of the overall project/programme 
•Liaise with government counterparts and stakeholders for programme related activities.
•Logistics arrangements and coordination for donor’s monitoring visits i.e donor missions.
•Coordination with operations units for all kinds of programme implementation activities.
•Logistics and other related tasks to implement and support the nationwide National Awareness Campaign for HTMS.
•Gather data and statistics of Trafficking in person cases and Smuggling of Migrant cases from Anti Human Trafficking Circles in the field and Anti Human Smuggling unit at Federal Investigation Agency headquarters
•Liaise with government counterparts and partner UN agencies in exchange of information and best practices to common strategies
•Printing of reports and other required HTMS material. 
•Provide logistical support in organizing events, workshops and seminars etc.
•Support the Programme Officer in assessing the project performance including utilization of resources and achievement planned targets
•Logistics and administrative management and related workshops, seminars and missions etc.
•Support construction and monitoring of Victim Rehabilitation and Facilitation Center at Taftan Border for Federal Investigation Agency.  
•Attend inter-agency meetings and assist on programme issues
•Perform other related duties assigned by the International Law Enforcement Advisor
 

Competencies

Required Skills and Experience

 
• Secondary School is required. Bachelor’s degree is desirable  in the field of development studies, public administration, political science, international relations, information technology or related fields in the mentioned disciplines with 7 years of experience 
•Excellent verbal and written communication skills in English.
•Previous experience in project management and implementation.
•Knowledge and experience working with the Government of Pakistan.
•Previous experience with UN agency is an asset.
•Ability to work under pressure and to tight deadlines.
