UNDP is building the largest and fastest learning global network that aims to utilise complexity science, innovation and collective intelligence to accelerate development impact. UNDP in Bosnia and Herzegovina is also one of the offices where the Accelerator Lab is established. The Accelerator Lab will undertake i) external facing interventions addressing priority development challenges, and ii) internally facing experiments to embed new ways of doing development within the existing UNDP portfolio.  External interventions for 2020 focus on circularity, behavioral insights and sustainable urban development.

Against this background, the purpose of this consultancy is the provision of expert services to support the Accelerator Lab’s efforts in assessing, testing and piloting food waste solution ideas collected through a public innovation challenge “Food is not a Waste” that the UNDP Accelerated Lab organized with the City of Sarajevo.

Duties and Responsibilities

The UNDP Accelerator Lab is looking to engage a national consultant who will provide a comprehensive analysis of the work done so far on the issue of food waste to inform the next phase of experimentation on this topic.

The main tasks of the national consultant will include:

  • Initial overview of the Accelerator Lab’s methods of work and activities done so far on the issue of food waste, including the food waste issue mapping findings (envisaged level of effort for this assignment is up to 5 expert days);
  • A development of a methodology, based on the assessment criteria envisioned within the call, for an analytical review of the 26 proposals received through the innovation challenge “Food is not a Waste” with a special attention to the proposals’ scalability and overall impact (not to exceed 7 expert days);
  • Assisting in the analytical review of the proposals received through the innovation challenge “Food is not a Waste” as well researching possible solutions for the issues identified during the issue mapping exercise that haven’t been tackled by the submitted proposals  (not to exceed 13 expert days);
  • Developing a stakeholder map (people and organizations) who are, directly or indirectly, causing, influencing or affected by the food waste, as well as revisiting the food waste issues identified so far to support wider exploration of the topic (up to 5);
  • Support the Accelerator Lab in facilitating up to two stakeholder workshops to explore, test and grow most viable food waste solutions (1) and roll out a policy dialogue (2) on the issue of food waste in Bosnia and Herzegovina; draw practical recommendations for the follow up to the workshops (up to 5 expert days). Both workshops will utilize the Collective Intelligence Design Toolkit by Nesta;
  • Together with the Accelerator lab, develop a roadmap for food waste reduction in Bosnia and Herzegovina which summarize all findings in a form of: portfolio of validated solutions, future experimentation needed, policy change required and map of potential private and NGOs ventures and support that needs to be provided (up to 5 expert days).

  • Experience in management and coordination of consultancy contracts;
  • Extensive knowledge of food value chain and consumption habits in Bosnia and Herzegovina.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
