Background

The ESFD is a public entity linked to the President of the Council for Development and Reconstruction and aims at contributing to poverty alleviation in Lebanon.  Since its inception in 2002, the ESFD has launched many programs to improve living conditions. These operations included: i) the job creation program which supports the development of small enterprises and ii) the community development program which improves living conditions in poverty pockets in a participatory process.  Since 2013, and in light of the Syrian Crisis, the ESFD has expanded its operations to contribute to the response of the Lebanese Government to the Crisis. In addition to the Community Development and Job Creation Programs, the ESFD designs and implements Municipal Services/Infrastructure and local economic development programs that target the communities mostly affected by the influx of Syrian Refugees. 

In December 2018, the Government of Lebanon has received a grant from the EC Delegation to implement “the Local Development Programme along the Litani River Basin (LRB)”, aiming at complementing the efforts deployed by the Government of Lebanon to address the negative consequences of LRB degradation on natural resources and the deteriorating living conditions of communities in this geographical area.  The programme will be carried out along the Litani River Basin (LRB), which includes the Governorates of the Bekaa valley, Baalbeck-Hermel, Nabatiyeh and South Lebanon.

This new programme will address the enhancement of local governance, local dynamics of participatory development and the improvement of municipal services. Through this new Programme, the ESFD also plans to support the small and medium industries in the Litani basin in becoming environmentally compliant through the provision of technical assistance and subsidized loans. Agricultural interventions will be designed as well to address the pollution caused by the dominant agricultural practices while at the same time disseminating best agricultural practices, and introducing alternative irrigation and production techniques.

The objective of this short-term mission is to mobilize a Senior Consultant to advise ESFD in setting an integrated, multi sector and multi stakeholder approach to local development in the Litani River Basin. The Contractor will help compile and synthesize previous and existing initiatives taking place in the Litani Basi especially activities related to the four main pollutants: waste water, solid waste, industrial effluents and agricultural polluting activities. He/she will identify proposed areas of interventions where ESFD can complement government’s initiatives in the Basin. The Contractor is also expected to propose pilot projects/activities that address the main four sources of pollution. 

Duties and Responsibilities

Scope of work, responsibilities and description of the proposed work

  1. Support ESFD in the design, validation and implementation of the municipal service delivery component. This includes:
    1. Propose interventions that complement government initiatives in the Litani River Basin in sectors related to waste water, solid waste and potable water.
    2. Support ESFD in validating infrastructure projects with relevant stakeholders.
    3. Support ESFD in preparing preliminary feasibility and cost assessments for these projects.
    4. Support ESFD in prioritizing the identified projects for financing.
    5. Explore possibilities of partnership with the private sector in operating and maintaining infrastructure projects.
    6. Explore and elaborate pilot projects/activities (in the sectors of wastewater, solid waste and potable water) that could be implemented within the programme and which could serve later as models to be replicated to address the main sources of pollution.
    7. Provide support in monitoring and following-up of the implementation of the selected infrastructure projects.
  2. Participate in reviewing and validating technical solutions elaborated by ESFD for polluting industries in order to become environmentally compliant.

Required Skills and Experience

I. Academic Qualifications:

  • Master degree in Civil Engineering.

II. Years of General experience:

  • At Least 20 years of relevant professional experience in Infrastructure and Development projects.

III. Technical experience:

  • At Least 15 years of demonstrated experience in following up implementation of infrastructure projects (wastewater management, potable water and solid waste management).
  • At least 8 years of experience in working with Public Sector utilities related to water and waste water management.
  • Solid knowledge of the Lebanese public sector and legal context such as:

              i) Lebanese regulations related to environmental compliance, waste water and water management;

             ii) national master plans related to service delivery;

             iii) Rules and regulations governing Lebanese administrations and institutions.
