Purpose

Purpose of these Terms of Reference (ToR) is to design local development strategies in seven (7) Integrated Local Development Project (ILDP) partner local governments (LGs).

Objective

The main objective of the consultancy is to provide technical support for the design of local development strategies in 7 target LGs (Bosansko Grahovo, Foca FBiH, Pale FBiH, Glamoc, Novo Goražde, Pelagicevo and Petrovo). The consultancy is expected to result in 7 fully fledged local development strategies in accordance to a modified Methodology for Integrated Local Development Planning (MiPRO)[1] approach parameters. 

Background Information

The consultancy will take place under Integrated Local Development Project (ILDP) which is a joint project of the Government of Switzerland and UNDP aimed at further strengthening development management system in Bosnia and Hercegovina (BiH). The Project is implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).

Within its support package, the ILDP will in total assist 9 underdeveloped partner LGs to design their local development strategies in accordance to a modified MiPRO approach. Out of these 9 underdeveloped LGs,  the ILDP has already commissioned support to 2 LGs (Cajnice and Oštra Luka) while the remaining 7 LGs are subject of these Terms of References (ToR).  

Key aspects of the modified MiPRO approach

Modified MiPRO approach takes into account the latest developments in the context of development planning and management in the Federation of Bosnia and Herzegovina (FBiH) and the Republika Srpska (RS).

Namely, in the FBiH a regulatory framework on development planning and management was adopted and came into effect on 05th of May 2017. The Law regulates goals and principles of development planning and management in the FBiH across all governmental levels (FBiH, cantonal and local). The Law prescribes types of strategic and implementation documents, planning bodies, and development planning and management processes as a whole (programming, monitoring, evaluation and reporting). Following adoption of the Law, a related bi-law on development of strategic documents was adopted and came into force on 17th of October 2019.   

When it comes to the development planning and management system in the RS, in 2018 the RS Government established a working group (WG) with the task to identify most optimal solution for future coherent development management system in this entity. The WG has so far agreed on the content and main elements of strategic documents in the RS, implementation, monitoring and reporting parameters, at the same time considering the future implementation of Agenda 2030 and the EU standards and requests.

Having in mind the above mentioned changes in the developmen planning and management context,  the MiPRO approach was modified along side the following aspects:

  • Strategic documents are developed for the period of 7 years.
  • Strategic planning terminology is harmonized with the EU terminology for strategic planning.

Main principles of MiPRO, namely social inclusion and sustainability, remain guiding principles of strategic planning at local level. Also, the modified MiPRO approach seeks to integrate Sustainable Development Goals (SDGs) into local strategic documents as cross-cutting goals.

Key aspects of the process and technical support

The Consultant will be responsible for leading the process of finalization of strategic documents including reviewing, writing and re-writing of the documents as well as steering, facilitating and quality assuring alignment of the process with the modified MiPRO approach. Inputs for strategic documents will be provided by the LG’s strategic planning bodies as follows:

 

  1. Development Team (DT), which is the main body for the local strategic planning process comprising of representatives of the relevant priority sector within the municipal administration as well as representatives of the private, public and non-governmental sector, and possibly of the Municipal Council.
  2. Thematic Group/s for three main priority areas (social, economic and environmental), each comprising representatives of relevant local government administration and relevant external socio-economic stakeholders (i.e representatives of socially excluded groups, non-governmental sector, environmental organisations and associations, distinguished businessmen, academia etc.).
  3. Partnership Group, which is a broad consultative partnership, ensuring engagement and contribution by a wide scope of interested stakeholders not only in strategic planning, but also in the follow-up strategy implementation process.

Thus, technical support will be carried out in accordance to the modified MiPRO approach and UNDP/ILDP Guidelines that further elaborate the approach. Guidelines will be distributed to the Consultant prior to initiation of the assignments.

The workshops will be specifically organized for the planning bodies, thoroughly prepared and facilitated by the Consultant. The support will be also organized through the provision of “on-line” expert advice and guidance as required.

Partnership group will be consulted once during the process, when the strategic document is finalized. The partnership group meeting will be prepared and led by the DTs with critical advice and guidance provided by the ILDP.

In order to facilitate provision of technical support, target LGs will be organized in 3 geographical clusters as follows:

Cluster 1: Foca FBiH, Pale FBiH, Novo Goražde

Cluster 2: Bosansko Grahovo, Glamoc

Cluster 3: Pelagicevo, Petrovo

IMPORTANT NOTE: Consultants must apply for each cluster separately. Maximum number of clusters to be assigned to one Consultant is one (1).

 

[1] Modified approach to Methodology for Integrated Local Development Planning takes into account emerging solutions within the process of establishing a coherent strategic planing and development management system in Republika Srpska through the work of designated RS working group.The approach also takes into account the latest regulatory framework on development planning and management in the FBiH, namely the Law on development planning and management, adopted in May 2017, and related bi-law on development of strategic documents that was adopted by the FBiH Government in October 2019.

Duties and Responsibilities

The consultancy will ensure technical assistance for the design of strategic documents in seven (7) target LGs. Types of required technical assistance to be provided by the Consultant are as follows:

  • TA1 = facilitation and coaching of the planning bodies’ workshops and meetings. Facilitation refers to preparation, structuring and moderation of workshops/meetings. Coaching refers to support, feedback, appropriate guidance and, as required, proposal of corrective measures to the members of the local planning bodies in the strategic planning process.
  • TA2 = reviewing, writing, re-writing components of strategic documents. TA2 is hands-on, highly practical and involves expert support for document drafting and formulation. This will include “desk work” and follow-up discussions and explanations to DTs.

Having said this, the Consultant will be expected to perform the following tasks:

Task 1: Review of relevant materials (modified MiPRO approach guidelines and other relevant materials) and drafting of a work plan

As part of this task, the Consultant will become familiar with the modified MiPRO approach elaborated in the UNDP/ILDP Guidelines. The Consultant will also familiarize himself/herself with the existing regulatory framework on development planning and management and other relevant documentation.

Based upon review of the documents the Consultant will submit a work plan.

Following the work plan validation by ILDP, the Consultant will initiate technical assistance in coordination with the ILDP designated officer.

It is envisaged that this task will be delivered by mid-January 2020 and the level of effort of the Consultant will not exceed 1 workday/LG. Type of envisaged consultancy assistance is TA2.

Task 2:  Facilitation of data collection workshop and writing/re-writing of socio-economic analysis

Under this task, the Consultant will prepare and facilitate data collection related workshop for the target LGs’ planning bodies in accordance to the UNDP/ILDP Guidelines. Based upon the inputs collected from the LGs’ planning bodies, the Consultant will write/re-write socio-economic analysis. The Consultant will where necessary collect data independently and/or provide advice to the planning bodies on possible sources of required data. Thus, the envisaged technical assistance will include TA1 and TA2 assistance as described above.

It is envisaged that this task will be completed by beginning of March 2020 and the level of effort per LG will not exceed 6 workdays.

Task 3: Facilitation of strategic planning workshops and writing/re-writing of strategic document/s (strategic platform, priorities, measures and key strategic projects)

Under this task, the Consultant will prepare and facilitate strategic planning workshops for the LGs’ planning bodies in accordance to the UNDP/ILDP Guidelines. Based upon the inputs collected through the workshops the Consultant will write/re-write all segments of the strategic document/s. Thus, the envisaged technical assistance will include TA1 and TA2 assistance as described above. As part of TA1 assistance, namely coaching, the Consultant will also provide guidance and advice to the LG planning bodies for preparation of materials and organization of meetings that the LGs are required to undertake independently.

It is envisaged that this task will be delivered by mid-May 2020 and the level of effort per LG will not exceed 12 workdays.

Task 3:  Quality assurance of strategic document

Under this task, the Consultant will ensure required level of quality of strategic document/s and its main components. The Consultant will conduct quality assurance in close cooperation with the ILDP designated officer. Quality assurance includes review of the entire document, cross-check with the prescribed strategy structure and final polishing of the document.

 It is envisaged that this task will be delivered by end of June 2020 while the level of effort of the Consultant will not exceed 3 working days per LG. Type of envisaged consultancy assistance is TA2.

Academic Qualifications/Education:

  • Rich experience in analysis, definition and implementation of local development policies, strategies or programmes, particularly relevant for the local/regional level;
  • Experience in facilitation and coaching of small groups of participants;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly in the languages of BiH peoples (Bosnian/Croatian/Serbian);
