The United Nations Development Programme (UNDP) in Lebanon, with funding from the European Union (EU), has initiated the the CEDRO 5 project, in partnership with the Association of Lebanese Industrialists (ALI), the Lebanon Green Building Council (LGBC), and the Internatioanal Renewable Energy Credits (I-REC) Institution. 

 
The CEDRO 5 project aims to achieve the objectives including enhancing innovation, entrepreneurship and research, assisting in technology transfer and the creation of new value chains in the renewable energy and energy efficiency sector, supporting and initating enabling policies for the renewable energy (RE) sector, training and capacity building, and effective awareness initiatives on sustainable energy issues.
 
Secondly, UNDP is also implementing another EU funded project, “Renewable Energy for the Lebanese Armed Forces project” (short for Sustainable Energy for Security – SE4S project), focuses on strengthening the security and well-being of the Lebanese Armed Forces (LAF), specifically in the North-Eastern border regions of Lebanon. The project will provide sustainable energy solutions that, would increase the LAF’s energy autonomy in the region and enhance the general energy services. The project is based on the Lebanese Armed Forces Sustainable Energy Strategy of 2017 (EU-UNDP CEDRO 4, 2017), endorsed by the Ministry of Defence and the LAF. 
 
UNDP is seeking to recruit a Project Manager and Energy Advisor for the CEDRO 5 and SE4S projects to manage the implementation of their activities and to provide advisory services in sustainable energy. 
 
 

Duties and Responsibilities

Under the direct supervision of UNDP Energy and Environment Programme Manager, and in close coordination with the related ministries and public institutions, the Project Manager will be responsible for the overall execution of the projects and will facilitate and coordinate between UNDP, the donor, the related Ministries, and the various partners of both the CEDRO 5 and the SE4S projects, including its national and international partners. The specific functions of the Project Manager are as follows:
 
1. Project elaboration and management
  • Responsible for the overall management of the project activities and staff, including international and local consultants and contractors, to ensure the delivery of quality outputs.
  • Develop detailed projects’ work plans, budget breakdowns and schedules on an annual and quarterly basis;
  • Manage local project teams and resources;
  • Coordinate all project activities with relevant stakeholders and partners including the Ministry of Energy and Water, Lebanese Armed Forces, Ministry of Defence, Ministry of Industry and others as needed; 
  • Draft technical and financial progress reports to the project board including UNDP, the donor and national government as requirement.
  • Provide adhoc support services and manage any issues that may arise during the project, flagging this to the project board as needed.
 
2. Project implementation and delivery:
  • Draft terms of reference for local short-term and long-term consultants and consultancies on projects’ needs with the guidance of UNDP and assist in the recruitment and evaluations processes based on UNDP procedures;
  • Supervise and follow-up on all projects’ deliveries and executions at the different sites;
  • Ensure smooth and successful implementation of the various projects’ activities 
  • Review and approve all technical needs assessment and national/international bidding documents in close coordination with UNDP;
  • Assist in the entire procurement process for the services / equipment;
  • Proactively inform the project board of projects’ risks along with mitigation measures;
  • Integrate the projects’ results and findings, with the assistance of the technical backstopping agencies procured for each project into the national sustainable energy strategies and policies
 
3. Advisory Support
  • Provide upstream policy and technical advice to the Ministry of Energy and Water, Industry and LAF and UNDP on sustainable energy (RE and EE) issues
  • Integrate the project results and findings within other ministerial strategies and policies;
  • Identify and link to related ongoing activities within other institutions and encourage collaboration and synergies.
  • Foster strategic partnerships with key stakeholders to move the renewable energy programme forward;
  • Prepare any follow-on project proposals as per the needs identified by UNDP/donor;
  • Mobilise resources for the climate change portfolio through funding agencies and the government
  • Represent UNDP as requested in relevant national seminars, meetings of work groups and panels, and project periodic evaluation and review meetings in this thematic area.
 
4. Communication and Outreach
  • Liaise with project partners, counterparts, beneficiaries, and potential beneficiaries to ensure proper dissemination of project outcomes and results 
  • Lead in various communication and networking activities to highlight project outcomes and ensure donor and UNDP visibility

Required Skills and Experience

Education:
  • Bachelor or Masters  degree in sustainable energy, energy policy and/or technology and or economics, energy engineer or any other related field. PhD is a plus.
Experience:
  • Minimum 11 years of relevant work experience in similar context with a bachelor’s degree or 8 years with a master’s degree. 
  • Project management experience is required.
  • Experience in development projects and prior experience in energy efficiency and renewable energy is necessary.  
Language Requirements:
  • Fluency in written and spoken English and Arabic.
