Job Description

The IRC has opened a Livelihoods Centre (LC) in Tripoli to serve as venue for the IRC’s ERD activities

(e.g., ATM card trainings and distributions, candidate assessments, financial management and vocational trainings, etc) in the Tripoli and T5 area. It serves also as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations. Job-seekers are advised on their rights as workers and on working conditions they should expect. The LC advocates for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at work.

The Senior Livelihoods Officer is responsible for the daily operation of this center under the supervision of the Senior Livelihoods Manager.

 

Position objectives:

The main objective of this position is to supervise the day-to-day operations of the Livelihoods Center and promote its services, as well as to support the Senior Livelihoods Manager in the identification of life skills schemes and vocational training initiatives based on labor market information, as well as technically support with employment support services.

 

MAJOR RESPONSIBILITIES:

 

Under the direct supervision of the Senior Livelihoods Manager:

 

Program and Operations Support:

  • Responsible for overall oversight and day-to-day management of LC in Tripoli.
  • Facilitating regular coordination meetings with key center staff to ensure smooth center operations.
  • Conduct regular site visits to ensure that program activities are adequately supported. All issues should be reported to ERD Senior Managers.
  • Assist the ERD Senior Managers in onboarding Livelihoods Center staff to ensure they have solid understanding of key program documents and tools
  • Develop work plans for direct reports and review progress against set work plans at regular intervals
  • Ensure timely and effective referral of job seekers to potential employers (including UN, INGOs, local NGOs and private sector)
  • If requested, participate in designing the collection and analysis of data on local labor market, trends, livelihoods profiles of villages, market opportunities and skills gaps, in order to better identify demand-driven opportunities
  • Oversee and ensure the well-running of the registration process and relevant tasks associated with it; in addition, to ensuring the well-being of the beneficiaries during registration.
  • Ensure that beneficiaries’ selection is in full compliance with IRC procedures
  • With support of other center supervisors, draft Employment support services, registration, vocational Training and Life Skills training TORs
  • Assist ERD’s Senior Managers in assessing service providers and participate in selection panels as per IRC procedures
  • Select Vocational training workshops based on market needs
  • Participate in the suggestion of new Life skills schemes
  • Ensure that the trainings are properly implemented and provide feedback on improving the trainings. Participate in the drafting of technical reviews of training providers.
  • Ensure that coordination between outreach to employers and jobseekers is maintained to identify skills’ gaps, job vacancies and improve job matching
  • Organize FGDs with employers to inform program design and implementation
  • Supervise the job-matching process: referrals, employment, and retention of clients ensuring that both seekers and employers are adequately supported
  • Contribute to business development, grant management and reporting, through inputs into work and spending plans and narrative reporting as required.

 

Supply Chain and Logistics Support:

  • Ensure day to day operations of the center run smoothly, including registration, movement plans, trainings and other center-based services
  • Ensure materials, including IT, office supplies, stationery, refreshments are available for program implementation.
  • Maintain and manage activity schedule for schemes, meetings, and activities taking place at the individual center.
  • Maintain a roster of experts and service providers in key domains, such as vocational training and Life Skills.
  • Ensure Livelihoods Center is fit for work, maintaining office and common spaces to a high standard – liaising with Supply Chain on maintenance issues when required.

 

Human Resources:

  • Ensure appropriate day-to-day supervision of staff at the Center as assigned (including attendance/timesheets and other HR documents)
  • Ensure all new staff are correctly on-boarded and orientated on center operations.
  • Participate in the recruitment of new center staff and other HR functions, as required.

Representation:

  • Represent the ERD program in local coordination fora and working groups
  • Coordinate with the Conditional Cash and Private Sector Engagement teams to promote referrals of trainees to job vacancies
  • Actively promote the role of the Center with other international and local humanitarian organizations (including UN and NGOs), and with key employers in the private sector, and develop strategies and coordination arrangements for strategic local projects (e.g. apprenticeships projects, cash for work schemes, vocational training schemes)
  • Establish and maintain contact and productive working relationships with community representatives, municipalities, local, neighbors and international organizations, jobseekers/beneficiaries to develop appropriate responses
  • Act as a focal point for the Livelihoods center whenever we receive visitors, assets for the center or donors

Internal: Conditional Cash and Private Sector Engagement Technical Managers, Protection and Legal Managers, other Livelihoods Center Staff

External: Other INGOs conducting livelihoods programming, partner organizations, private sector companies

 

Management Responsibilities

Staff Management and Development

  •  Direct supervision of five staff
  • Indirect supervision of all center embedded staff
  • Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
  • Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
  • Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct

Qualifications

  • Bachelor degree in economics, social sciences, public or business administration or equivalent
  • 2-3 years of experience in employment projects and preferably in employment services
  • Demonstrated experience and capacity in data analysis
  • Previous experience in drafting reports
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English and Arabic required

Travel and other requirements: Staff will be based in Tripoli, with some travel required between the field offices
