ABOUT JIPS

JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009. Based in Geneva, JIPS is supervised by an Executive Committee (ExCom) comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre (NRC-IDMC), the Norwegian Refugee Council (NRC), the Office of the Special Rapporteur on the Human Rights of IDPs, the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP).

 

Under our 2018-2020 strategy, our mission is “to advise, support and work with local and national governments, humanitarian and development actors to produce and use agreed-upon displacement data for decision-making. We do this by providing technical support to collaborative profiling and advising on other displacement data processes, engaging communities, and strengthening local capacity to inform collective solutions to displacement. We promote sharing of experience between local and global levels and provide guidance on displacement data processes and their use for evidence-based policies and action.” With established expertise in both protracted and urban displacement crises, we provide direct field support and invest in the development of practical tools and guidance. Dedicated to capacity building and enhancing local ownership of data, we also make significant efforts in this regard. Believing that our experience provides relevant insights into relevant global policy processes and initiatives, we take time to share our knowledge through strategic advocacy and partner engagement. Since it was established, JIPS has received over 160 requests for support and responded to over 100 of these, indicating both the continued demand for JIPS services and the possibility for JIPS scope and activities to scale up. The recruitment for the JIPS Coordinator position comes at a time where there is one year left of the JIPS Strategy 2018-2020 and the preparation for the next JIPS Strategy is starting in 2020.

 

JIPS is a dynamic team that prioritises innovation, partnership and professional development. It functions according to a set of principles that guide both the content and approach to its work, that include collaboration, community participation, complementarity, protection-orientation, and transparency. The team include 10-15 individuals (including full time staff and consultants) and is organized into two main units: Field Support & Capacity Building and Information Management & Innovation. Two other areas of work where the remaining team members sit include Communications & Advocacy and Grants & Budget Management.

 

Job Description

Purpose

The JIPS Coordinator is accountable to and guided by the JIPS Executive Committee. The Coordinator’s role is to:

  1. Develop and manage JIPS as a sustainable inter-agency service, in line with the JIPS mission, identity, principles and strategic goals.
  2. Ensure relevant and high-quality outputs, including support for governments, humanitarian and development agencies through implementation of the JIPS strategy.
  3. Represent JIPS and advocate at global and high political levels for improved evidence on displacement situations, through profiling.

 

The Coordinator leads the JIPS team of 10-15 people and as such, works closely to fulfill this role and the associated duties (outlined below) through direct engagement as well as the supervision and guidance of JIPS team members.

 

Description of Duties

Development and Management:

  • Governance
    • Responsible for coordinating JIPS governance structures (Executive Committee and Advisory Group), including meeting management, reporting and engagement with individual members, to ensure JIPS operates effectively as an inter-agency service
  • Strategy
    • Responsible for development, drafting and updating of a multi-year JIPS strategy taking into account input from the JIPS Advisory Group and relevant evaluations. The strategy must be endorsed by the Executive Committee and the Coordinator will manage its implementation with oversight from the Executive Committee
    • Responsible for development and implementation of a sound business plan for JIPS to ensure a sustainable, efficient and functioning model for the inter-agency service
  • Complementarity and Partnership
    • Responsible for strategic partnership development and positioning of JIPS within the wider sector to ensure JIPS maintains relevance, seeks complementarity, stays abreast of relevant developments and ensures the sustainability of JIPS as an inter-agency service
  • Human Resources
    • Responsible for the management and supervision of all JIPS staff in the performance of their duties, in collaboration with line managers within the team, in order to ensure a high-performing and motivated team
    • Responsible for recruitment of new staff as needed, within the budget of JIPS and in collaboration with the Executive Committee, as necessary
    • Ensures appropriate distribution of responsibilities and tasks within the JIPS team for effective implementation of the JIPS strategy
    • Ensures professional development opportunities are in place for all JIPS staff and work with Executive Committee and host organisations to make such opportunities available
  • Resource Mobilisation (in support of ExCom)
    • Leads fundraising and resource mobilization efforts to secure a diversified funding base and the continuity and sustainability of JIPS by engaging with donors and working with Executive Committee members and grant holders as required
    • Responsible for proposal development and follow up with support from JIPS Grants and Budget Management Officer
  • Programme Management
    • Ensures sound budget management across all JIPS areas of work in coordination with relevant staff and with oversight from the ExCom and JIPS Grant holders
    • Ensures high quality reporting outputs and processes in compliance with donor guidelines and in collaboration with JIPS Grant holders and relevant staff
    • Ensures effective work planning and monitoring and evaluation systems are in place

 

Output Relevance and Quality Assurance

  • Field Support and Capacity Building
    • Work with the Head of Field Support and Capacity Building to ensure the provision of relevant, useful and high-quality services to JIPS clients (Governments, humanitarian and development partners), including remote and on-site support, capacity development, strategic guidance and technical advice, as well as to maintain an effective and transparent request and prioritisation system
    • Undertake high level field support missions, as necessary
  • Information Management & Innovation
    • Work with the Head of Information Management & Innovation to produce and maintain JIPS profiling toolkit(s), guidance notes, and global training programme(s) ensuring they are high quality, accessible and meet the needs of clients
    • Proactively engage with partners, peer organizations and subject matter experts using complementary data collection and information management approaches and/or conducting research and exploring new approaches and technologies to ensure continued relevance of JIPS products and exchange of expertise
  • Communications
    • Work with the Communications team to produce and maintain high quality and effective communications products, including all elements of JIPS online presence, publications and outreach
  • Standards and Good Practice
    • Ensure that international standards, protection principles, good humanitarian practice and principles of partnership are integrated into all outputs of the Service and that those affected by displacement and crises remain at the centre of JIPS’ approaches. The Sustainable Development Goals should be integrated and help orientate JIPS work as relevant.

 

Advocacy and Representation

  • Responsible for development and implementation of JIPS advocacy strategy (supported by JIPS Communications and Advocacy Officer), in line with the JIPS Strategy and in collaboration with JIPS Executive Committee, to effectively advocate for improved evidence on displacement situations, through profiling
  • Builds JIPS profile with global community working to improve data on forced displacement, including through ensuring adequate representation of JIPS in relevant global and regional processes and fora, and effectively carrying out the above duties.

 

Requirements and Work Arrangement

The JIPS Coordinator is accountable to and works under the guidance of the JIPS Executive Committee with regard to strategic decisions concerning JIPS’ work, including changes in strategic direction, implementation of the JIPS Strategy and major activities. On a day-to-day basis and for all administrative purposes, the Coordinator reports to the UNHCR and DRC Executive Committee Representatives as part of their co-hosting functions. Other Executive Committee members are available for advice to the Coordinator, where relevant.

The successful candidate will be able to demonstrate:

  • Master’s degree (or equivalent) in social/political science, economics, international law or another related field
  • Minimum twelve years of program and/or policy experience in the humanitarian/ development field
  • Experience with forced displacement policy and practice, including internal displacement
  • Proven knowledge of and interest in data, statistics, information management and strategic use of evidence in humanitarian/development contexts
  • Minimum six years of experience in managerial role
  • Strong knowledge of inter-agency humanitarian system
  • Proven experience in securing funding from traditional humanitarian and development donors, institutional donors and private sector
  • Proven track record of successful inter-agency collaboration and high-level external representation
  • Excellent English written and oral communication skills and other UN language is desirable

 

Contract arrangement and application process

The Coordinator will be based in Geneva where JIPS is co-hosted by Danish Refugee Council (DRC) and UNHCR. The contract will be facilitated by DRC on behalf of the JIPS Executive Committee.

 

Salary and conditions

This is a full-time, renewable contract from 1 April 2020 (12 months, renewable). This position will be placed at Employment Band – E (Head of Unit) of the DRC Geneva salary scale with a monthly gross salary within the associated range (9,940 – 12,350 CHF). From this amount the candidate will contribute to social security, income tax and mandatory health insurance. DRC does not pay any additional allowances (schooling, housing etc.). DRC will issue an international contract with conditions in line with the ‘Deployment Agreement between Danish Refugee Council and the Office of the United Nations High Commissioner for Refugees’ (signed on the 4th October 2016) and ‘Terms of Employment for DRC Deployees in Geneva, Switzerland’ (applicable as of 1st July 2020)
