Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in\: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

 

The Division of Nuclear Fuel Cycle and Waste Technology (NEFW) comprises the Nuclear Fuel Cycle and Materials Section, the Waste Technology Section, the Decommissioning & Environmental Remediation Section and the Research Reactor Section. The Division seeks to support Member States in building their capacity to access technologies, to share good practices and to develop safe and effective approaches across all aspects of research reactors, nuclear fuel cycle, decommissioning, radioactive waste management and environmental remediation.


The Waste Technology Section (WTS) assists Member States with radioactive waste management. It covers a broad spectrum of activities and is organized into teams responsible for radioactive waste management (pre-disposal and disposal), and the management of disused sealed radioactive sources (DSRS). Efforts are focused mainly on the elaboration and implementation of comprehensive and integrated radioactive waste management (RWM) policies and strategies, the development of RWM infrastructure, the promotion of good practices for sustainable, safe and cost-effective RWM, enabling access to current scientific and technological developments. Given the widespread nature of RWM challenges, the Section cooperates with a wide range of units in the IAEA and international organizations.


Main Purpose

The Team Leader combines project and staff management responsibilities with technical expertise in her/his field of work. As such, she/he manages, co-ordinates, and supervises the Agency's projects in the DSRS management field, reporting to the Section Head (WTS).


Role

The Team Leader is\: (1) planning, leading, co-ordinating and supervising the activities of a Team in accordance with Member States’ needs and monitoring their implementation; (2) a substantive expert contributor managing projects of higher complexity and/or sensitivity and which aim to develop long-term, sustained capacity in Member States; and (3) a Scientific Secretary to international scientific meetings related to a specialized field, overseeing preparation and editing of scientific reports, manuals proceedings, training course material, e-learning and other scientific publications; and (4) a Project Manager of large extra-budgetary funded projects.


Functions / Key Results Expected

Plans, leads, coordinates, monitors implementation, and supervises the activities of a Team in accordance with Member States’ needs, and in compliance with the requirements and recommendations of the Agency’s standards in relevant areas. This includes supervision of the staff within team. It also includes financial and programmatic management.

Provides advice and coordinates the Team’s provision of specialized technical input to Projects in the subject area (led either by the Team or by other Departments), addressing both immediate needs (for example; repatriations) and longer-term, sustained solutions (for example; through open-source designs, databases, professional networks, policy development and the like).

Provides technical guidance; evaluates proposals, develops work plans; provides support in planning and implementing training courses and workshops.

Broadens and deepens the field of knowledge by planning and supervising the organizing of scientific meetings related to the specialized field and serves as scientific secretary; prepares scientific programmes, contributes to the preparation and editing of scientific reports, manuals, proceedings, training courses, distance learning materials and other publications; prepares and organizes in-house meetings in support of the Section’s scientific program.

Contributes to an integrated delivery of activities through coordination of inter-agency collaborative projects within the UN system; promotes the exchange of information on experience gained worldwide.

Ensures the continued high standing and recognition of the IAEA in the scientific community by representing the Agency at national and international meetings as required; establishes and maintains contacts with counterparts in other relevant organizations.

Develops, manages and maintains the IAEA’s support to Member States involving all aspects of the management of DSRS (including the establishment of national policy and strategy, development of an inventory, proper storage conditions, conditioning, repatriation and support for disposal).

Represents the Agency at meetings sponsored by national and international organizations and maintains links with national and international organizations in the subject area;

Reviews and analyses the needs and situation in Member States regarding implementing of management of DSRS activities.

Develops, assesses and oversees the implementation of contracts with suppliers for the provision of services, for the end of life management of DSRS.

Radiation, Transport and Waste Safety Code of Conduct on the Safety and Security of Radioactive Sources Understanding the application of the Code of Conduct to safe and secure management of sealed radioactive sources, both in use and disused. Ability to work closely with other Agency divisions overseeing the safety and security of radioactive sources.
     
Nuclear Engineering Project Management Proven experience in implementing multi faceted projects in compliance with IAEA Safety and security standards to ensure radioactive source removal operations are done safely, efficiently and effectively.
     
Nuclear Engineering Quality Assurance and Control High level experience in applying appropriate Quality Assurance systems to IAEA contracts and projects for new tools and technologies for the safe handling of radioactive sources.
     
Nuclear Energy Radioactive Waste Management - DSRS (Disused Sealed Radioactive Sources) Knowledge of radioactive sealed source manufacturing, applications of radioactive sources and their associated equipment, transport, and safe handling of radioactive sources and devices.


Qualifications, Experience and Language skills

Master's Degree - Advanced university degree (or equivalent) in a technical, scientific or other discipline relevant to radioactive source management.

A minimum of ten years of relevant professional experience in radioactive waste management, particularly in management of radioactive sources, including significant international experience.
Recent experience of managing a team of staff involved in a relevant or similar discipline (contracting, publications, training, e-learning, procurement, field operations)
Proven experience in developing and reporting on funding proposals and delivering work through contractors (developing specifications/statement of work, involvement in procurement processes, supervision of contractors).
Proven experience in developing longer term, sustained solutions, whilst managing current operations.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $87108 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 34756, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
