Organizational Setting

The FAO country office is headed by an FAO Representative, and its main aim is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition. In Guyana, the office plays a major role in providing technical and other assistance towards the development of the agricultural sector. Under the Green Climate Fund Readiness and preparatory support project the foundation is being set for strategic climate change interventions in the Agricultural Sector.

Reporting Lines


The Consultant will report to Dr. Gillian Smith, FAO Representative. The Consultant will work under the technical supervision of the Lead Technical Officer (LTO) in the FAO Regional Office for Latin America and the Caribbean, supported by the Climate Change and Risk Management Officer in the Barbados Sub-regional Office, in close collaboration with and under the direct supervision of the FAO Country Representative and the National Designated Authority for the Green Climate Fund, Ministry of Presidency, Guyana.

Technical Focus

Drafting of a short term (1 year) and long term (5 year) capacity building plan for the National Climate Change Committee.


Tasks and responsibilities
  • Conduct a Desk Review of the existing situation regarding climate change in Guyana guided by recent reports and documents made available by the Office of Climate Change to provide for the grounding, synergy and continuity of the new work to be completed under this consultancy. A baseline capacity assessment of the current members of the NCCC has been completed and will be shared with the consultant.
  • Engage with the Office of Climate Change and the members of the National Climate Change Committee (NCCC) to discuss the inputs for a Strategy plan for the NCCC that includes, at minimum\: mission and vision of the NCCC, Standard Operating Procedures (for at least 2 prioritized tasks or responsibilities that have been identified by the NCCC), outcomes and objectives (how to reach the vision), with clear indicators of success for the NCCC. The Strategy Plan should have a timeline of minimum 15 years.
  • Based on the baseline capacity assessment and the above mentioned outputs under item 2, draft a short term capacity building plan for the coming 12 months, that can be realistically be implemented under the current GCF Readiness project. Furthermore, develop a long term capacity building plan for the NCCC based on the strategy plan developed under item 2. The capacity building plans should have clear description of proposed activities, including also a clear methodology and plan for verifying and measuring indicators of success.
  • Present all deliverables in a concise manner to the NCCC, Office of Climate Change and other relevant stakeholders for feedback, and update all deliverables for final submission.
  • Work with the national project coordinator and the capacity development specialist on technical backstopping and on planning, logistical and budgetary arrangements for the various consultations with national and regional stakeholders and concept note development.


  • Conduct any other assigned tasks related to successful implementation of the project;

Minimum Requirements
  • Advanced University degree in social studies, sustainable development, or related field
  • Minimum 10 years of relevant professional experience in organizational development, strategy development, or related field
  • Working knowledge of English. Knowledge of the other UN official working language is an asset.
  • National of Guyana or resident in the country with a regular work permit.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in the Caribbean or SIDS and working with training in climate change areas.
  • Demonstrated capacity to understand government organization structure, capacity, limitations, roles and stakeholders.
  • Demonstrated ability to work with national and international organizations, Government authorities, academia, farmers and civil society organizations.
  • Strong analytical skills
  • Good command of MS Office tools and use of on-line information systems.
  • Previous experience in the Caribbean or SIDS.
  • Preferably knowledge of Sustainable development, Climate Change, Agriculture strategies
