Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:


•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section is responsible for activities that assist States in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international legal instruments, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section provides evaluation and assessment services, education and training activities, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section organizes a large number of evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.


The Crime Scene Management and Nuclear Forensics Unit is responsible for performing activities related to development of States' Radiological Crime Scene Management capabilities and capacities and the planning and implementation of nuclear forensics capabilities. The Unit supports States' efforts to establish national nuclear forensics laboratories and develop forensics processes and procedures to support the activities of laboratories. The Unit has responsibility for the development and review of Nuclear Security Series publications dedicated to Radiological Crime Scene Management and Nuclear Forensics and the development and implementation of training activities based on that guidance.
 

Main Purpose

Reporting to the Section Head, the Unit Head, is responsible for the design and delivery of programme activities in accordance with the Nuclear Security Plan as approved by the Board of Governors. The Unit Head develops the programme of activities and works with a team of nuclear security officers to prioritize and implement these activities based on needs identified by States in Integrated Nuclear Security Support Plans (INSSP), and ensures the implementation of activities of radiological crime scene management and nuclear forensics science (hereinafter referred to as "nuclear forensics").

 
The Unit Head is also responsible for assisting in the definition, planning and evaluation of separate projects and tasks related to nuclear forensics, and helping to implement and sustain effective technical capabilities to support Member States’ nuclear security infrastructure, mainly focusing on radiological crime scene management and nuclear forensics including the national infrastructure for nuclear security, as well as identifying the means for carrying out these projects and tasks.


Role

The Unit Head is\: (1) a team leader, leading programme planning, coordinating and delivery of nuclear security related activities contained in the Nuclear Security Plan, in accordance with Member States' needs, monitoring and supervising their implementation; (2) a recognized expert in radiological crime scene management and nuclear forensics aspects of the Nuclear Security Plan, managing projects of particular technical complexity and/or sensitivity, contributing expertise and knowledge to Member States on the development, maintenance and sustainment of effective technical capabilities; (3) a coordinator and manager of projects of particular technical complexity and/or sensitivity involving the participation of experts from Member States and other relevant international organizations and/or initiatives as well as inter-agency collaborative projects; (4) a scientific secretary to international scientific meetings related to nuclear security, overseeing the preparation and editing of scientific or technical reports, manuals, proceedings and other publications that provide nuclear security guidance; and (5) a technical advisor, providing inputs to further the development, documentation and implementation of International Nuclear Security Advisory Service (INSServ) mission and nuclear forensics assessment services for States, upon request.

  • Lead the design and delivery of nuclear security activities and projects identified in the Integrated Nuclear Security Support Plans for individual Member States, and coordinate, supervise activities and monitor implementation results, in order to promote and enhance knowledge on nuclear forensics and radiological crime scene management.
  • Lead and ensure the development of nuclear security guidance and technical documents and facilitate their acceptance and use by States.
  • Design and implement nuclear forensics training and education activities based on the nuclear security guidance documents, in conjunction with relevant professional associations.
  • Develop and facilitate nuclear forensics related Coordinated Research Projects of the IAEA.
  • Provide advice on project evaluation, programme planning and implementation.
  • Organize and coordinate expert advisory services to States to identify and make recommendations regarding development, improvements and sustainability on nuclear forensics support and necessary technical upgrades, upon the request. Facilitates knowledge building and management.
  • Plan, lead and coordinate the work of the Unit to ensure delivery of programme objectives, including the supervision of staff.
  • Ensure the continued high standing and recognition of the IAEA in the scientific community by representing the IAEA at national and international meetings as required; establish and maintain contacts with individual scientists at various centres and in other relevant international organizations, committees and scientific societies.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in the field of nuclear engineering, chemistry, physics or other field appropriate to the duties of the post.
  • A minimum of 10 years of relevant professional experience, including five years of senior or managerial experience, at an operational level in radiological crime scene management and nuclear forensics, including experience at the international level.
  • Good knowledge and understanding of the challenges for the implementation of IAEA's Nuclear Security Plan are highly desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $87108 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 34756, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
