Introduction

The Technical Officer (TO) will support the Work in Freedom (WIF) Programme, a programme to reduce vulnerability to forced labour of women and girls in South Asia and the Middle East funded by the UK Department for International Development (DFID). WIF targets women and girl migrants originating from India, Bangladesh and Nepal and women and girl migrants in receiving countries in India, Jordan, Lebanon and Gulf countries specifically in domestic and garment work. In each country a National Programme Coordinator implements the programme together with project partners. WIF has four streams of work focusing on women and girls: (1) a migrant community and information component, (2) a worker organizing component, (3) a fair recruitment component, (3) a law and policy component and a (4) research and evaluation component. The second phase of the programme is currently starting the second year of its five year duration. Under the ILO’s evaluation workstream, previous research has been conducted to inform the programme activities. The Technical Officer will coordinate the programme’s work in South Asia and will provide technical guidance to the programme’s national programme coordinators in India, Bangladesh and Nepal.

 

Within the policy and procedural requirements established by the ILO and the [Project/Program], the Project/Program Technical Officer will be responsible for providing direct technical support to the above project and contribute to the expected outcomes regarding the project. The incumbent will promote ILO policies in the project related technical areas.

 

Reporting lines: The Technical Officer will draw on international programme experience relating to women’s work and mobility and coordinate activities in South Asia. S/he will report directly to the Director of the Decent Work Team for South Asia and technically to the Chief Technical Adviser based in Beirut: 

Description of Duties

1.    Keep abreast of external and internal factors and risks that can influence project outputs and outcomes and ensure adaptive programming.
2.    Coordinate consistent engagement with constituents and relevant stakeholders to advance the objectives of the programme and ensure traction and learning. 
3.    Critically review research produced by the programme as well as research that is relevant to the programme, provide feedback and ensure that lessons are streamlined into the programme, and communicated to relevant counterparts as needed. 
4.    Provide technical support to the project team. Review reporting of implementing partners and consultant reports and provide critical feedback. Prepare and coordinate inputs to reports for updates to donor, technical progress reports, ILO programme reporting requirements and other stakeholders as needed. 
5.    Organize and participate in workshops, seminars, conferences related to the programme. 
B.    Project management
1.    Advice, guide and coach National Programme Coordinators in analyzing, communicating and reporting to constituents on technical matters related to the programme ensuring delivery of the programme’s results.
2.    In close cooperation with the Programme Coordinators, develop and steer the programme’s national partnerships to ensure collective outcomes of the programme. 
3.    Direct supervision of one professional and three general staff members of the project in the Delhi office. 
4.    Oversight of the project’s financial and administrative processes in South Asia.
5.    Coordinate drafting, editing and preparation of inputs from National Programme Coordinators in South Asia for programme documents including publications, concept papers, workshop proceedings and related documentation.
C.    Knowledge sharing and communication
1.    Coordinate closely and communicate regularly with the research partners, consider complementary methods, share emerging findings, and conduct coordinated research uptake activities.
2.    Knowledge sharing: under guidance of the chief technical adviser, draft policy briefs and advocacy material for constituents and relevant stakeholders.
3.    Coordinate website relevance and consistency and content update of countries in South Asia.
4.    Prepare, edit and update communication briefs and ensure visibility of ILO and donor in relevant project events and publications.
5.    Keep abreast of policy evaluation and practice reviews in relation to forced labour, gender, caste and migration. 

Any other tasks assigned by the Director and/or Chief Technical Advisor. 

Required qualifications
Education

Masters degree in economics, social sciences, public administration, or similar field. 

Experience

At least five years of experience in South Asia in charge of policies and programmes affecting women’s mobility and labour taking into account social economic and political trends including gender, caste and class dynamics. At least three years of international experience in the rlevant field.

Proven capacity to monitor development cooperation programmes at the field level, provide technical support and training to project officer for data collection, processing and analysis and distil international experience, lessons and practices into local initiatives and cooperation programmes. At least two years’ experience managing teams and good people skills.

Languages

Excellent knowledge of English and good working knowledge of another UN language. Working knowledge of Hindi would be an added advantage. 

Competencies
  • Ability  to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization;
  • Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field including migration, gender and employment;
  • Ability to formulate new concepts and methodologies;
  • ability to prepare reports and publications of a high quality, technically sound with conclusions leading to policy recommendations;
  • Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda;
  • Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques;
  • Good computer skills.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required;
  • capability to steer effective technical guidance to constituents and relevant stakeholders;
  • capability to guide and co-ordinate the work of internal and external collaborators; and capacity to communicate effectively and concisely. 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
