Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 23,799 United States dollars yearly.

Introduction

This position is attributed to the Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow), work unit in the Regional Office (RO) for Europe and Central Asia (RO-EUROPE).

DWT/CO-Moscow provides overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Agenda in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.

Joint programme Accelerating Agenda 2030 in Uzbekistan through inclusive transformation of the social protection system with funding from UN Sustainable Development Goals Fund will be implemented by UNICEF, ILO and UNDP from 1 January 2020 to 1 January 2022 under the coordination of the UN Resident Coordinator. It will support the Government in building and delivering a high-quality social protection system that offers to all citizens of Uzbekistan – in particular, those at risk of being left behind – income security and social support throughout their lives. The programme intends to overcome a key systemic barrier to achieving numerous SDGs: the fragmentation of social protection at institutional, policy and programme levels which results in ineffective leadership over significant component of government’s portfolio of programmes aimed at population’s welfare and in reduced impact of financial investments. This is particularly critical in the context of ongoing ambitious socio-economic reforms in Uzbekistan.  Three participating agencies will support the Government in establishing a dedicated entity that will provide leadership and coordination to the social protection sector, as well as being responsible for overseeing the delivery of social protection schemes.  ILO’s component to the project is the design of an integrated and costed long term national social protection strategy built on evidence and developed through wide multi-stakeholder consultations and citizen engagement. 

The Social Protection Specialist, based in Moscow, has primary responsibility for delivering the relevant outputs and activities under ILO project component.

The National Officer in Social Protection supports delivery of project outcomes at the national level and assists in project implementation by promoting full understanding of the ILO mandate among project partners, and contributing to the promotion of International Labour Standards and Social Dialogue.

Reporting Lines

The National Officer in Social Protection reports to the Moscow-based Social Protection Specialist. The Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.

The National Officer in Social Protection will receive guidance from the Decent Work Team in Moscow and the ILO National Coordinator based in Tashkent.

The National Officer in Social Protection will work closely with the National Stakeholder Engagement Officer and with the project staff at UNICEF and UNDP in Uzbekistan.

Description of Duties

1. Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports and other relevant information. Provide written analysis on the findings to the supervisor.
2. Work in close collaboration with UNICEF and UNDP and other partners to design, align and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting design of the costed national social protection strategy and the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Coordinate the preparation of and provide inputs to periodic progress reports and statistical data on the status of the overall activities of Joint Programme implemented by ILO.
3. Provide inputs for technical advice, in close cooperation with Social Protection Specialist, to relevant national institutions, worker’s and employers organisation and other actors concerned about the concepts, design and implementation of social protection policies, programmes, action plans and mechanisms to establish comprehensive and adequate social protection systems, including national social protection floor guided by the Social Security (Minimum Standards) Convention, 1952 (No.102), the Social Protection Floors Recommendation, 2012 (No.202) and other relevant ILO standards.
4. Provide inputs for technical advice to national social partners concerning the institutional framework of national social protection system, especially with regards to the governance and administration of national social protection schemes and programmes.
5. Coordinate the preparation of and provide inputs to briefs, background information, technical and statistical reports and training materials for the ILO lead component of the Joint Programme. Coordinate preparation of technical documents with UNICEF and UNDP for their inputs. Contribute to preparation of technical documents where UNICEF and ILO are in lead by providing inputs based on ILO social security standards.

6. Participate in the preparation of and conduct conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying other colleagues.
7. Serve as liaison between ILO and UNDAF Working Group on Social Protection in order to align ILO joint programme outputs with UNCT’s plans and contribute to effective coordination and implementation of UN system wide social protection interventions.
8. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
9. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
10. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
11. Provide programming and administrative support to cooperation activities in the project-related areas.
12. Collaborate closely with Senior Project Assistant in Moscow who will work on administrative processes connected with the implementation of the project.
13. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters.
14. Perform other duties as may be assigned by the supervisor and/or Responsible Chief.

Required qualifications
Education

First level university degree in social protection, social or political sciences, economics, public policies, development studies or a relevant field. An advanced degree in social protection studies would be a strong advantage.

Experience

At least one year of professional experience at the national level in social protection, in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

Technical requirements: Good knowledge of social protection and social security as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process. Knowledge of ILO social security standards.

Languages

Excellent command of English and Uzbek. Working knowledge of Russian would be an advantage.
