Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this part-time (50%) position is 11,899.50 United States dollars yearly.

Introduction

This position is attributed to the Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow), work unit in the Regional Office (RO) for Europe and Central Asia (RO-EUROPE).

DWT/CO-Moscow provides overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Agenda in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.

Joint programme Accelerating Agenda 2030 in Uzbekistan through inclusive transformation of the social protection system with funding from UN Sustainable Development Goals Fund will be implemented by UNICEF, ILO and UNDP from 1 January 2020 to 1 January 2022 under the coordination of the UN Resident Coordinator. It will support the Government in building and delivering a high-quality social protection system that offers to all citizens of Uzbekistan – in particular, those at risk of being left behind – income security and social support throughout their lives. The programme intends to overcome a key systemic barrier to achieving numerous SDGs: the fragmentation of social protection at institutional, policy and programme levels which results in ineffective leadership over significant component of government’s portfolio of programmes aimed at population’s welfare and in reduced impact of financial investments. This is particularly critical in the context of ongoing ambitious socio-economic reforms in Uzbekistan.  Three participating agencies will support the Government in establishing a dedicated entity that will provide leadership and coordination to the social protection sector, as well as being responsible for overseeing the delivery of social protection schemes.  ILO’s component to the project is the design of an integrated and costed long term national social protection strategy built on evidence and developed through wide multi-stakeholder consultations and citizen engagement. 

The Social Protection Specialist, based in Moscow, has primary responsibility for delivering the relevant outputs and activities under ILO project component.

The National Stakeholder Relations Officer supports delivery of project outcomes at the national level through assistance in awareness raising and liaison with project stakeholders aimed at promoting full understanding of the ILO mandate among project partners.

Reporting Lines

The National Stakeholder Relations Officer reports to the Moscow-based Social Protection Specialist. The Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.

The National Stakeholder Relations Officer will receive guidance from the Decent Work Team in Moscow and the ILO National Coordinator based in Tashkent.

The National Stakeholder Relations Officer will work closely with the National Officer in Social Protection with the project staff at UNICEF and UNDP in Uzbekistan.

Description of Duties

1. Work closely on Joint Programme implementation with Government, Workers and Employers Organizations, institutions in charge of social protection and other relevant national and/or international development partners, including other UN agencies in order to engage them in design of a national social protection strategy. Provide written analysis on the findings to the supervisor as necessary.

2. Work closely with the Joint Programme’s team to develop communication strategy. Implement agreed delegated activities. Follow up on implementation of the Communication and Dissemination Plan of the Joint Programme.

3. Work closely with Joint Programme’s Communication Officer (UNICEF staff) and ILO Moscow –based Social Protection Specialist and Communication Officer to design and disseminate advocacy messages and informational material promoting a need for introduction of a national social protection floor in line with the Joint Programme objectives.

4. Design and coordinate drafting and preparation communication materials: infographics and short video-stories as per ILO component of the Joint Programme.

5. Draft case studies, information sharing briefs about topics and activities implemented under ILO related component of the project. Disseminate material on the national media outlets and ILO Moscow and global SOCPRO site. Contribute, in cooperation with Joint Programme’s Communication Officer to information sharing at dedicated SDG Fund website.

6. Promote international labour standards related to social protection and social security at conferences, training seminars and consultative meetings within the Joint Programme as well as those organised by UN Country Team and other development partners in Uzbekistan.

7. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings, disseminate Joint Programme’s main messages, ILO advocacy messages on Social Protection Floor and document main points of discussion during these public events Particular attention should be paid to inspirational messages shared by participants to be used as a part of an overall JP communication strategy.

8. Collaborate closely with Senior Project Assistant in Moscow who will work on administrative processes connected with the implementation of the project.

9. Draft, edit, or translate into English and/or local language official correspondence, statements and speeches and other public information materials. Translate such information into English and/or local language as appropriate for use by ILO officials and tripartite constituents.

10. Perform other duties as may be assigned by the supervisor and/or Responsible Chief

Required qualifications
Education

First level university degree in communications, journalism, international relations, or development studies. An advanced degree in the abovementioned areas of studies would be a strong advantage.

Experience

Experience: At least one year of professional experience at the national level in public information or public relations field. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset. Proven experience working on stakeholder engagement and use of media for stakeholder engagement and communication for development is advantage.

Technical requirements: Good knowledge of communication and/or information management principles and concepts. Knowledge of multimedia to develop a range of communication and information products. Knowledge of social media platforms. Excellent knowledge of stakeholder engagement. Familiarity with the topics of social policies.

Languages

Excellent command of English and Uzbek. Working knowledge of Russian would be an advantage.
