1.    Organizational Context

 

  1. Organizational Setting

     

    The post is located in the WIPO Academy in the Development Sector.  The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition. The Academy acts as an in-house center of excellence on training, including professional training. It is a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level and provides an open-access on-line clearinghouse of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training.  Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

     

  2. Purpose Statement

     

    The incumbent is responsible for providing expert and authoritative advice on direction, relevance and evaluation of the Academy's training and educational activities, providing expert advice on the content-related aspects of the Academy’s training and educational programs, as well as managing and reporting on the Korean Fund-in-Trust (FIT Korea (Education)).  The incumbent will also have oversight, in coordination with the competent Sectors and Divisions in WIPO, on the administration and management of FIT Korea in WIPO.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Executive Director of the WIPO Academy.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Provide expert advice to the Executive Director on the direction, priorities, relevance and evaluation of training and educational activities proposed by the WIPO Academy Programs in different training and educational activities organized or jointly organized by the Academy;

 

b.  Provide expert advice on the content-related aspects of training and education provided by the WIPO Academy, making proposals on how to expand the range, impact and geographical reach of training opportunities in WIPO Members States, taking into account the intellectual property landscape and ongoing developments, country needs and priorities, and WIPO strategies and policies;

 

c.   Provide advice to the Executive Director on promoting efficiently and effectively the WIPO Academy's client orientation, multi-lingual delivery, interdisciplinary perspective and gender sensitivity;

 

d.  Provide insight on, and contribute to, the preparation of a broad range of information material and other communication products aimed at internal and external audiences at all levels, as required by the Executive Director, including senior level briefing material, media information, position papers, executive briefing notes, presentations and speaking points/notes;

 

e.  In consultation with the Executive Director, manage and report on the implementation of the Korean Fund-in-Trust (FIT Korea (Education)) managed by the WIPO Academy;  the incumbent will also have oversight, in coordination with the competent Sectors and Divisions in WIPO, on the administration and management of FIT Korea in WIPO;

 

f.   As may be requested by the Executive Director, represent the WIPO Academy at international, regional and national events to promote its strategies and policies and/or make presentations at workshops, meetings and seminars;

 

g.  Perform other duties as may be required.

 

3.     Requirements

 

Education

Essential

Advanced university degree in business administration, intellectual property, technology, law, international relations, humanities or other relevant discipline.  A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of an advanced university degree.

 

Experience

Essential

At least 15 years of professional relevant experience, of which seven at the international level, in the field of intellectual property.

 

Experience of strategy development, partnership development and / or international relations.

 

Experience in delivering and evaluating training programs at the international level.

 

Desirable

Extensive professional experience in managing programs for the delivery of technical assistance.

  

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other UN official languages. Korean would be an advantage.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the November 2019 rate of 76.7%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
