Head of Programmes*

in Hargeisa 

The position is to be filled as soon as possible, with an initial contract duration of two years. There are very good prospects for an extension. Employment location will be Hargeisa, Somaliland.

As Head of Programmes you will support the development of the multi-annual country programme and contribute to its implementation, mainly by supporting the Heads of Projects in planning, implementation and monitoring. Under the supervision of the Regional Director in Addis Ababa and of the Area Manager in Hargeisa, you will aim at maximizing the Welthungerhilfe impact based on our strategy and the relevant concept papers according to Welthungerhilfe quality standards. You will  foster cooperation with the programme in Somalia (South-Central, under the Nairobi Regional Office) and lead the process of creating strategic and operational partnerships with local NGOs, line Ministries and other institutions. Your contributions to strengthening the role of women in projects, in management, withih partners and clients will be crucial.

Your responsibilities

  • Monitor the implementation of projects and programs according to Welthungerhilfe quality standards, including the institutional strengthening towards an effective and participatory M&E system
  • Identify, examine and assess (pre-select) new project ideas on the basis of the intervention strategy, the concept papers and the orientation framework of the Country Programme
  • Contribute towards definition and orientation of the planned multiannual programme strategy
  • Ensure consideration of feasibility, sustainability and exit strategies of the projects
  • Identify potential new project partners and ensure active collaboration with partner organizations 
  • Ensure reporting (status and financial reports) occurs correctly and in due time to Welthungerhilfe Head Office and to donors
  • Ensure that all project management staff are fully conversant with ProMIS, the Welthungerhilfe web-based programme tool
  • Monitor the humanitarian situation in-country and the evolution of possible crises through early warning indicators
  • Represent Welthungerhilfe vis-à-vis other national and international, governmental and non-governmental bodies as well as relief and development organizations

Your profile

  • A university or polytechnic degree in humanitarian/development studies or an equivalent degree related to the position
  • A minimum of 3 years relevant working and project management experience (regional working experience would be an asset)
  • Full competence in web-based project / programme management applications, preferably the WHH ProMIS application
  • Broad intercultural competence and experience in a Muslim working environment
  • Good knowledge of planning and survey methods (incl. M&E)
  • Proven reporting and organizational skills
  • Ability to work under time pressure and high workload
  • Excellent spoken and written English is mandatory; German (report-) writing skills would be an important asset; ability to communicate in Somali would be an advantage
